The subpages herein provide additional information regarding the budgets of our General, Debt Service, Capital, Food Service, and Community Service funds. You will also find information regarding the District's revenue limit and estimated levy.
As it is impossible to predict the fiscal outcome of any fund, a conservative approach to budgeting is taken whenever possible. A number of estimates, or assumptions, must be made to develop a budget in keeping with this philosophy.
The following assumptions have a significant impact on the budget. The actual outcome or results of these assumptions may vary significantly.
3rd Friday in September pupil count
The revenue limit calculation is impacted by the membership FTE derived from this count
Conservative, preliminary assumption is stable three-year-average membership compared to the prior year.
Open Enrollment count
Open enrollment status of students generally isn’t finalized until school begins, and officially on the 3rd Friday of September. Additionally, the number of open enrolled pupils can fluctuate throughout the year.

Substitute utilization
The utilization rate of substitutes for sick/personal reasons can vary dramatically between and among years.
Conservative, preliminary estimate is comparable to the 2019-20 school year (extrapolated for a full year) plus accounting for a $6/day increase.
General (equalization) aid
DPI does not release final general aid values until October 15th. Until that time, the budget is based on the July 1st aid estimate.
It's important to note that a change in equalization aid does not result in more or less revenue available to the District -- it only shifts where the revenue is sourced (e.g. state vs. local).
Property valuations
The certified property value will be released by October 1st. This value will impact the mill rate, or tax levy per $1,000 of property value.
A conservative 1% increase in property values from the previous year is being used at this time.
