Each school year, two official dates are used to count students for funding purposes. The first is the 3rd Friday of September and the other is the 2nd Friday of January.
The count data from September is utilized for revenue limit purposes. The count data from both dates is utilized the subsequent fiscal year for state equalization aid purposes.
There are two important concepts related to student count:
Enrollment - Refers to students attending a school in WUSD even if they do not live within the boundaries of the District (i.e. this includes students open enrolled into WUSD).
Membership - Refers to students residing within the boundaries of District regardless of the public school they attend (i.e. this includes students open enrolled out of WUSD).
Open enrollment allows students in Wisconsin the option of applying to attend a public school other than the one in which they reside.
When a student open enrolls to a different district, the resident district (i.e. where the student resides) transfers a sum of money to the non-resident district (i.e. where the student is enrolled).
For the 2020-21 school year, the transfer amount is estimated to be $12,977 for students with disabilities and $8,125 for students without disabilities. The transfer amount is prorated for partial-year open enrollment.
