Learners Permit - A learner's permit allows a new driver to begin the learning process of operating a motor vehicle. Applicants must obtain a valid learner's permit before any behind-the-wheel driver education training or driving on Maryland's roadways. Age Required: Minimum age for applicants is 15 years and 9 months.
In an effort to encourage students to attend school, Maryland State truancy law requires applicants for a Maryland Learner’s Permit under the age of 16 to demonstrate acceptable school attendance.
The Maryland Motor Vehicle Administration (MVA) will not issue a learner’s permit to an applicant under the age of 16 unless the student submits a completed Maryland MVA Learner’s Permit School Attendance Certification form (DL-300A) during the application process.
Parent signature certifies that the student has had no more than 10 unexcused absences during the prior school semester. Any student with 10 or more unexcused absences in the previous semester will not be eligible to apply for a Maryland learner’s permit. The truancy law, Senate Bill 519, was passed by the Maryland General Assembly during the 2007 legislative session.
