nutshell: A utility hook enabled phone case attached to a stretch belt via binder clips and hair elastics. The bendable metal of the utility hooks allow for the camera angle to be adjusted easily to accommodate a variety of different angled chest slopes.
considerations: because this design requires the belt to hold up the phone around the chest, it is best of those with average to above average body mass. Some smaller frame individuals may find keeping the camera in place difficult with this design.

If you are having trouble keeping the elastic belt from falling (as mentioned above, those with slimmer builds may run into this issue) consider adding a bungee cord or two for added support as seen below 12", 14", or 18" cords will be the most useful sizes to use.
Different chests have different slopes, and not all chests are flat and perpendicular to the ground. You can bend the hook attached to the back of the phone case to change the angle your camera is shooting at.
