Property owners in the City & Township of Plymouth, MI will vote Nov. 6 on a proposed 0.75-mill, 20-year millage for PARC, the Plymouth Arts & Recreation Complex.
The amount and duration of the millage are capped; any renewal would have to go back to voters.
Depending on the value of your property, here's the most that the millage will add to your tax bill each year for 20 years, to preserve and improve the former Central Middle School building, upgrade the infrastructure on the PARC property, and build a performing arts center.
TOTAL PROJECT COST: $30 million ($7M for renovations, $8M for infrastructure, $15M for performing arts center)
TOTAL TAXPAYER COST: $23.7 million (as of 10/28/28) - $6.3 million in gift/grant commitments have been received, contingent on passage. More will be sought, and could reduce the taxpayer cost further.

Operating funds for PARC, under public ownership and supervision, and nonprofit management, will come from the revenue generated by use of the current and future buildings.
Unlike nearby communities such as Canton, there will be no annual budget item in the city or township for PARC operations. This fact is central to design of the proposed millage.
The Plymouth Area Recreational Authority, or PARA, a public authority established jointly by the Township and City, will own the property, oversee the PARC renovation & expansion project under public contracting standards, and hold the nonprofit that manages PARC to performance standards.
The millage would increase property taxes by 1.8 percent in the City and 2.4 percent in the Township.
