For decades, urban land governance has been primarily based on land price. Government agencies establish land price frameworks, adjust official land price tables, assess taxes, determine compensation, and manage land markets using land price as the principal management variable.
Within this governance framework, land price serves as both the object of observation and the object of regulation.
This approach has provided an effective foundation for land administration and fiscal management. However, it treats land value primarily as a discrete economic indicator, observed at specific locations and specific points in time.
The introduction of the Urban Land Value Field (ULVF) fundamentally changes this perspective.
ULVF demonstrates that urban land value is not merely an isolated price attached to an individual parcel. Instead, it is a continuous spatial field that evolves through the interaction of accessibility, infrastructure, economic activity, environmental quality, public services, planning decisions, and numerous other urban processes.
Therefore, the object of governance is no longer limited to land price, but expands to the Urban Land Value Field itself.

How is urban value generated?

The governance object therefore shifts from price determination to value evolution.

Because the governance object changes, the governance system must also evolve.
A governance system designed to regulate land prices cannot fully address the dynamic behavior of an Urban Land Value Field.

evaluating the impacts of planning and investment decisions;
predicting future value changes;
supporting adaptive decision-making based on continuous evidence.
Consequently, ULVF does not replace the existing land administration system. Rather, it expands its scientific foundation by introducing urban value as the central object of governance.
This transformation creates the theoretical basis for a new generation of urban operating systems.
Once the governance object becomes the Urban Land Value Field, a new question naturally emerges:
How can the continuous evolution of Urban Land Value be observed, analyzed, predicted, and governed?
Answering this question requires more than a valuation model or a planning framework.
It requires an integrated operating system capable of continuously managing the evolution of urban value.
This necessity leads directly to the development of the Value-based Urban Operating System (V-EOS).

In this sense, V-EOS is not an independent technological concept. It is the natural governance framework that emerges from the scientific foundations established by ULVF.
