However, despite these technological advances, cities are still managed through fragmented systems that operate independently and often fail to support coordinated, value-driven decision-making.
The fundamental challenge of modern cities is no longer the lack of data. The challenge is the absence of an operating framework capable of integrating scientific knowledge, dynamic analysis, planning intelligence, and governance into a unified system.
Current Smart City platforms excel at sensing and monitoring urban activities, but they rarely explain how urban value evolves, how infrastructure influences long-term development, or how policy interventions reshape the spatial distribution of value across a city. They provide information, but not a scientific framework for governing urban value.
