Level 2 Questions dig deeper into the thematic areas of organization by Building Block that support instruction, curriculum, and assessment. Level 2 Questions are best addressed after fundamental enabling infrastructure is in place, based on the Level 1 Questions. Sometimes exploration of the Level 2 Questions will reveal a need at Level 1 that will need to be re-examined concurrently or before work at Level 2 can proceed. Level 2 Questions are the next step in identifying current universal instruction practices.
