  • The Universal Instruction Protocol is a form that teams can use in the collaborative inquiry process to record data from their early warning system and healthy indicators. The importance of the protocol is examining and discussing the data together, not filling out the form. Healthy Indicator guidelines should be considered within the context of local current state and local desired state. Data from the protocol, conversations with all staff, review of previously collected data, and potentially other information may be used to identify barriers and prioritize future actions.
  • The Universal Instruction Facilitation Guide contains a structured process to examine current universal tier practices, barriers, and needs. The Facilitation Guide will guide teams in "What to Think About" not "What to Think." It is not a solution kit, but provides an opportunity to create deep and lasting change, based on implementation science and professional collaboration, taking into account local context and priorities. Using collaborative inquiry and this facilitation guide, teams will identify current reality, establish local desired state, and develop specific action steps while attending to local consensus, beliefs, and climate. It is important that Question D2 be addressed so the preschool or school can run efficiently enough to support 100% of learners to reach proficiency.
