All environmental review in the U.S. Virgin Islands starts in the Department of Planning and Natural Resources. 

Any projects involving federal money must consult with the federal U.S. Fish and Wildlife Service.

Any projects in CZM Tier 1 zones must consult with USVI Coastal Zone Management.
