BOC meetings are held the 2nd and 4th Tuesday of each month at 6 pm in the City/County meeting room of the Upson County Government Complex - 106 E. Lee Street, Thomaston, GA.
Information regarding the budget process and important dates will be updated here as the information is discovered.
In the August 27th BOC regular meeting the BOC voted (4 Yes / 1 No) in favor of a millage increase.
Commissioner James Ellington affirmed that the increase in the millage is to pay for the debt currently owed (indicated that the county operates in arrears - making payment after services are rendered).
Mr. Norman Allen, Chairman of the BOC, stated multiple times the time to be involved is during the creation of the budget and that these meetings are open to the public.
Therefore, upcoming meetings and work sessions related to the FY2025 BUDGET were set as follows:
Friday, September 6 - Draft Budget Due to CFO
Monday - Friday, September 16-20 - Staff Budget Meetings
Monday - Friday, September 23-27 - Staff Budget Meetings
Wednesday, October 16 - High level Budget Overview
Tuesday, October 22 - Budget Hearings with Selected Departments - coinciding with normal BOC Meeting
Wednesday, October 30 - High Level Budget Overview - Work Session
Tuesday, November 5 - Budget Hearings with Selected Departments
Wednesday, November 6 - Budget Hearings with Selected Departments
Tuesday, November 12 - Public Budget Hearing at Regular Commission Meeting

The Board of Commission has been streaming their BOC meetings live and keep recorded copies available for the public. As a citizen, I appreciate this! To help in the effort to let the remaining public offices know that "we the people" want public meetings available for viewing at times more convenient for us. The OMA (Open Meetings Act) requires meetings to be open to the public, however, there is no requirement under the OMA for agencies to do so. If an agency has the capabilities (equipment / internet) which were purchased with taxpayer funds we have a First Amendment right to petition the agency to use this technology to stream / video record meetings.
