In the week ending on Sunday, 13 September 2020, the Department of Health has reported three new cases of COVID-19 in Western Australia. The new cases – all returned to Perth from overseas – are in hotel quarantine. The State’s total stands at 659
To date, 646 confirmed cases have recovered from the virus in WA. Last week, 4,171 people presented to WA COVID-19 clinics – 4,052 were assessed and 4,037 were swabbed.
In addition, the following highlights were announced during the week:
  • WA's economy is continuing to bounce back solidly behind its hard border, with new Australian Bureau of Statistics (ABS) data released shows 88% of jobs lost in WA due to COVID-19 have been recovered by 22 August 2020. The ABS Payroll Jobs data also showed WA has had the lowest number of jobs lost since mid-March at 1%, compared to 4.2% nationally.
  • States with open borders fared significantly worse than those with closed borders in the June quarter. When comparing the State’s economy to other established economies around the world, WA is in the top performing economies, highlighting the State's response to COVID-19 as world-leading.
  • The State Government will extend the moratorium on rent increases and other provisions until 28 March 2021 in an effort to preserve stability and certainty in the rental market. For renters and landlords with COVID-19 tenancy issues, the Residential Tenancies Mandatory Conciliation Service will continue offering dispute resolution, finding fair and workable solutions to renting problems.
  • The State Government is extending the emergency period under WA's Commercial Tenancies (COVID-19 Response) Act 2020 until 28 March 2021. WA's commercial tenancies (COVID-19) legislation will be refined to offer assistance to small businesses that continue to experience financial hardship resulting from the pandemic and qualify for JobKeeper.
  • Workers at WA's borders and in quarantine hotels who display no symptoms of COVID-19 will be able to take up weekly COVID-19 testing. Focused asymptomatic testing is a necessary part of the State's ongoing monitoring program for COVID-19. Testing is available at existing clinics and some workplaces.

In the week ending on Sunday, 6 September 2020, the Department of Health has reported one new case of COVID-19 in Western Australia. The new case is a man in his 40s who has returned from overseas travel. The State’s total stands at 656.
To date, 644 confirmed cases have recovered from the virus in WA. Last week, 5,224 people presented to WA COVID-19 clinics – 5,051 were assessed and 5,017 were swabbed.
In addition, the following highlights were announced during the week:
  • WA records better than expected economic results in 2019-20 underpinned by the State's hard border and strong COVID-19 response. Australian Bureau of Statistics figures released show WA's domestic economy was the only State to experience growth for the 2019-20 year.
  • The State Government has committed $3.2 million to build a water playground in the Kununurra Leisure and Aquatic Centre. The project is being funded as part of the State Government's WA Recovery Plan, and will stimulate the economy and provide opportunities for local contractors during its construction.

In the week ending on Sunday, 30 August 2020, the Department of Health has reported three new cases of COVID-19 in Western Australia. The new confirmed cases are returned overseas travellers, and are in hotel quarantine. The State’s total stands at 653.
To date, 641 confirmed cases have recovered from the virus in WA. Last week, 5,446 people presented to WA COVID-19 clinics – 5,281 were assessed and 5,242 were swabbed.
In addition, the following highlights were announced during the week:
  • The Pilbara Recovery Plan is focused on guiding WA through COVID-19 recovery and includes a significant investment in the construction, manufacturing, tourism and hospitality, renewable energy, education and training, and agriculture sectors. It will deliver a pipeline of short and long term jobs, as well as laying the foundation for jobs of the future.
  • The State Government recently passed historic planning reforms aimed at cutting red tape and encouraging projects to boost the local economy. One recent construction project, the redevelopment of former Pavilion Markets at Subiaco, is now underway. It is expected to create up to 1,600 jobs during construction and hundreds more once complete.
  • The Gosnells Women's Health Service has received $60,736 in funding from the State Government's Lotterywest COVID-19 Relief Fund. The service to grow online health and mental health programs to reduce barriers to accessing support.

In the week ending on Sunday, 23 August 2020, the Department of Health has reported six new cases of COVID-19 in Western Australia. All new confirmed cases are returned overseas travellers, and are in hotel quarantine. The State’s total stands at 651
To date, 634 confirmed cases have recovered from the virus in WA. Last week, 4,753 people presented to WA COVID-19 clinics – 4,598 were assessed and 4,567 were swabbed. There have been 301,716 COVID-19 tests performed in WA. Of those tested, 49,988 were from regional WA.
In addition, the following highlights were announced during the week:
  • Part of the State Government's initiative to support the State's COVID economic recovery, the private industry is being invited to work with the State's jails, prison farms and work camps to develop innovative solutions to focused problems that could create new economic opportunities.
  • The Indian Society of WA (ISWA) has received funding of $188,000 from the Lotterywest COVID-19 Relief Fund. This funding will enable ISWA to provide food packs, financial assistance for accommodation and basic living costs for vulnerable people experiencing financial hardship and food stress across WA due to COVID-19.
  • Hillarys Boat Harbour will receive some vital jetty upgrades. The investment builds on top of the new walking trails at the harbour, which were completed last month. The three separate walks highlight key attractions along the way and help attract visitors and families to the marina to support small businesses impacted by COVID-19.

Lastly, it was also announced that Phase 4 of the WA roadmap will be extended for a two-month period. The extra cautious approach was necessary given the Chief Health Officer had advised that it could take two months or longer for the outbreaks in Victoria to be fully under control. The new tentative start date of Phase 5 will now be Saturday, 24 October 2020.
In light of this decision, the Chief Health Officer has also recommended that the 2020 Perth Royal Show not proceed. From a public health perspective, the Royal Show provides a number of unique challenges and presents too great a risk. The State Government will work with the Royal Agricultural Society about other regional shows, pending advice from the Chief Health Officer.

In the week ending on Sunday, 16 August 2020, the Department of Health has reported four new cases of COVID-19 in Western Australia. The new confirmed cases – three men in their 30s and a woman in her 50s – are all in hotel quarantine. The State’s total stands at 646.
To date, 633 confirmed cases have recovered from the virus in WA. Last week, 4,558 people presented to WA COVID-19 clinics – 4,401 were assessed and 4,374 were swabbed.
In addition, the following highlights were announced during the week:
  • The PIVOT program, delivered as part of the WA Recovery Plan, will help small business owners enhance their entrepreneurial mindset and develop innovative ways of operating their business. The program will be delivered online, with a range of practical webinars, mentoring and support initiatives to be offered as part of the program.
  • The Curtin Student Guild has received funding of $50,000 from the Lotterywest COVID-19 Relief Fund. The Guild is receiving up to 100 applications a week from students in need; and the majority are international students who have been unable to return home, have lost their jobs and are not eligible for the JobKeeper program.
  • The State Government has introduced the COVID-19 Response and Economic Recovery Omnibus Bill 2020 to State Parliament to support critical Government decision-making, reduce costs and deliver financial relief to businesses and individuals. State Government agencies will be supported to waive fees and deadlines, where required, and validate actions taken by agencies to maintain operations and service delivery during COVID-19 restrictions.
  • The Workers' Compensation and Injury Management Amendment (COVID-19 Response) Bill 2020 passed Parliament on Thursday, 13 August 2020. The Bill will ease the burden on health care workers who contract the virus and require access to workers' compensation entitlements; and COVID-19 related barriers removed from workers' compensation legislation.
  • On Friday, 14 August 2020, five Western Australian nurses headed to Melbourne to support Victoria in its COVID-19 response. The initial deployment of nurses will be focused on providing support to residential aged care facilities which have been severely affected. (All staff will be required to quarantine in a hotel for two weeks on their return to Perth.)

In the week ending on Sunday, 9 August 2020, the Department of Health has reported one new case of COVID-19 in Western Australia. The new case is a returned traveller from overseas and is in hotel quarantine. This brings the total case count to 642.
This total is reduced from previous total counts because historical cases diagnosed through a blood test and indicative of infection in the past are no longer being reported in the daily report or in overall figures. This change has been made to bring WA’s reporting closer into line with other Australian jurisdictions.
To date, 629 confirmed cases have recovered from the virus in WA. Last week, 4,424 people presented to WA COVID-19 clinics – 4,291 were assessed and 4,266 were swabbed.
In addition, the following highlights were announced during the week:
  • As part of the WA Recovery Plan, the Major School Upgrade package was announced. The new funding is for upgrades and refurbishments at 63 public schools around the State; and will include major additions to burgeoning secondary schools, new sports halls, classrooms, specialist facilities and refurbishments.
  • The grant from the Lotterywest COVID-19 Relief Fund will assist Perth Inner City Youth Services to provide a range of services including medium to long term supported accommodation for at-risk young people aged between 16 and 25, as well as delivering support programs for young people aged between 15 and 20 who have a diagnosed mental health condition.
  • The State Government's WA Recovery Plan for culture and the arts includes a $30 million redevelopment of Perth Concert Hall; $15 million upgrade to His Majesty's Theatre; $6 million towards a Jewish Community Centre in Yokine; and other culture and the arts projects across WA.
  • The State Government is taking the next step to being more self-sufficient and bringing more local manufacturing back to WA. This includes a new diesel railcar maintenance facility; production of cathode active materials in lithium-ion batteries; local concrete manufacturing; local waste processing capabilities; and a new focus on manufacturing and maintaining iron ore wagons.
  • Foster and family carers, special guardian carers and grand-carers to receive $500 for the first child in their care, and $250 for each additional child in the household to help ease household financial pressures experienced through the COVID-19 pandemic. Payments to benefit an estimated 7,359 children living in carer households
  • The State Government has made an $150 million tourism package investment to support Western Australia's tourism sector as it responds to the impacts of COVID-19. Many of the State's natural icons - including Kings Park, Margaret River, Karijini National Park, Monkey Mia, the Pinnacles, Rottnest Island and Ningaloo - are set to undergo major improvements, which will create a pipeline of jobs, help get people back into work, and people out visiting the WA attractions and supporting local businesses.

In the week ending on Sunday, 2 August 2020, the Department of Health has reported six new cases and five historical cases of COVID-19, bringing the State’s total to 669. The new cases are returned travellers; and are all in hotel quarantine. All historical cases were based on serology , and are fully recovered and present no risk to the community.
To date, 652 people have recovered from the virus in WA. Last week, 4,458 people presented to WA COVID-19 clinics – 4,317 were assessed and 4,286 were swabbed.
The new Australian Bureau of Statistics (ABS) data released during the week shows Western Australia is leading the nation in the recovery of jobs since the outbreak of COVID-19. In WA, 62% of jobs displaced by COVID-19 in late April had been recovered by 11 July 2020. ABS payroll jobs data reaffirms the importance of WA's hard border closure.
In addition, the following details of the WA Recovery Plan were announced this week:
  • The Green Jobs Plan will include $60.3 million over the next three years to support projects that will protect our environment and create jobs, of which $15 million has been allocated to set up a Native Vegetation Rehabilitation Scheme.
  • A $110.9 million package for the Kimberley region will drive economic and social recovery, create a pipeline of local jobs, and include an investment in sectors including construction, manufacturing, tourism and hospitality, renewable energy, education, and agriculture.
  • Planning is now underway on a multimillion dollar infrastructure upgrade and expansion package for Western Australia's emergency services, which will include upgrades to existing emergency services facilities such as bushfire sheds, and the delivery of new facilities to house emergency response vehicles and equipment.

Lastly, from 1 August 2020, daily reporting from the Department of Heath will only include confirmed cases diagnosed by nose and throat swabs. Historical cases are no longer infectious and present no risk to the community. Historical cases will be removed from the State total, meaning the total case count will decrease.

In the week ending on Sunday, 26 July 2020, the Department of Health has reported 2 new cases and 5 historical cases of COVID-19, bringing the State’s total to 658.
The two new cases are returned overseas travellers and are currently in hotel quarantine. They are both women in their 20’s who returned positive results following WA Health screening conducted on Day 12 after their arrival.
To date, 644 people have recovered from the virus in WA. Last week, 4,547 people presented to WA COVID-19 clinics – 4,380 were assessed and 4,345 were swabbed.
A comprehensive WA Recovery Plan -- the next step in WA's COVID-19 journey to economic and social recovery across the State -- was released. It is an overarching plan, focused on getting Western Australians back to work and will deliver long-term economic and social outcomes in the suburbs and regions.
The unprecedented $5.5 billion investment will create thousands of local jobs in important sectors such as construction, manufacturing, tourism and hospitality, renewable energy, education and training, agriculture, mining and conservation.
As part of the plan, the State Government will invest more than $60 million for 'shovel-ready' maintenance upgrades to vital State Government facilities. This includes improvements to disability access at train stations, refurbishments of WA Police stations and upgrades to Volunteer Fire and Rescue Service and Career Fire and Rescue Service stations. The Recovery Plan includes a $66.3 million renewable energy technology package to create jobs, reduce costs and improve WA's renewable energy footprint.
In addition, the following were announced during the week:
  • The State Government and Virgin Australia have partnered to deliver cheaper fares and more flights to key Western Australian travel destinations, Broome and Kununurra, to assist Kimberley tourism operators who were hit by the impacts of COVID-19.
  • Following a five-month closure due to COVID-19, Perth Motorplex will reopen in August for track hire and in October for the drag racing and speedway season.
  • The State Government unveiled a $10 million package to increase the supply of locally made PPE. Three new rounds from the Local Capability Fund were released to help COVID-affected businesses and improve the WA business community's capacity and competitiveness to manufacture PPE.
  • The Organisation of African Communities in WA and the South Sudan Community Association of WA have received funding support of more than $63,500 from the State Government's Lotterywest COVID-19 Relief Fund to help meet costs related to increased demand for crisis relief services impacted by COVID-19.

Lastly, it was announced tha temporary changes established under the Procurement Act 2020 are in effect to boost the local economy and businesses during the pandemic, such as:
  • allowing agencies to purchase direct from a local business up to $250,000;
  • lifting the threshold for public tender processes up to $500,000 when at least one local business is involved; and
  • enabling agencies to obtain written quotations, in place of a tender, between $250,000 and $500,000, where one or more local businesses can supply.

In the week ending on Sunday, 19 July 2020, the Department of Health has reported 14 new cases and two historical cases of COVID-19, bringing the State’s total to 651.
All, but one, new cases are returned overseas travellers, and are in hotel quarantine. The other one is a Western Australian male in his 40s who returned home from Victoria. Since arriving back in Perth he has been self-isolating at home.
To date, 618 people have recovered from the virus in WA. Last week, 4,789 people presented to WA COVID-19 clinics – 4,592 were assessed and 4,540 were swabbed.
In addition, the following were announced during the week:
  • WA the first state to host major, fan-attended events since COVID-19 pandemic began. All staff will undertake the AHA Hospitality and Tourism COVID-19 Hygiene Course.
  • The State Government is investing in the revitalisation of small businesses in regional WA, as they recover from COVID-19. The initiative is ensuring these businesses receive the expertise and support they need to adapt to the 'new normal'.
  • An expected 7,400 small to medium sized businesses (with a payroll between $1 and $4 million) will receive a one-off grant of $17,500 from the State Government to help them recover from the impacts of COVID-19.
  • The location for a new supported housing facility will be built on the corner of Hill and Wellington streets in central Perth. People experiencing homelessness to be supported into immediate, permanent homes as part of evidence-based Housing First approach
  • As part of the State's response to COVID-19 and the WA Recovery Plan, an additional $6.8 million is for a range of specialist homelessness services to those in need.
  • New data released today from the Australian Bureau of Statistics (ABS) shows WA is beginning to see an increase in jobs for the first time since the beginning of the COVID-19 pandemic.

Lastly, additional border controls in response to eastern states COVID-19 concerns are in-place as of Friday, 17 July 2020. It was announced that anyone coming to WA from Victoria will be given a direction to quarantine in a hotel facility, at their cost, and continue to meet the mandatory testing requirements; and anyone coming to WA from New South Wales will be subject to mandatory COVID-19 testing and undergo a 14-day self-quarantine period.

There may be some Western Australians in New South Wales who have already been granted an exemption to return home, via the G2G app. These Western Australians are strongly encouraged to make their way home to WA immediately, before the new regime starts Monday.

In the week ending on Sunday, 12 July 2020, the Department of Health has reported 14 new cases and three historical cases of COVID-19, bringing the State’s total to 634.
All of the new cases are returned overseas travellers are returning Western Australians; and currently in hotel quarantine. The historical cases were identified through serology testing and one relates to an overseas traveller who returned to WA and the other two were linked to cruise ship travel.
To date, 604 people have recovered from the virus in WA. Last week, 3,456 people presented to WA COVID-19 clinics – 3,308 were assessed and 3,286 were swabbed.
In addition, the following were announced during the week:
  • No one will be allowed into WA if they have been in VIC in the previous 14 days, unless they meet the new exemption list or would normally reside in WA. Returning residents will continue to self-quarantine for 14 days and subject to a mandatory COVID-19 test on Day 11.
  • Under the State of Emergency, the WA Police Force will continue to perform checks on arrivals and have the power to enforce the COVID-19 test requirement with a fine of $5,000.
  • Water Corporation awarded more than $80,000 to 12 community projects in the Kimberley; and a further $100,000 awarded to 22 not-for-profits impacted by COVID-19.
  • Western Australian transport projects are being fast-tracked to support the WA economy during the road out of COVID-19. One of the 24 projects recently announced, include the congestion-busting of Perth’s eastern suburbs, which is expected to commence construction in 2021 and will create 1,200 jobs.

In the week ending on Sunday, 5 July 2020, the Department of Health has reported eight new cases and one historical case, identified through serology testing, of COVD-19 in Western Australia. The State’s total now stands at 618; and a total of 600 people have recovered from COVID-19 in WA.
Six cases were reported on Sunday, 5 July 2020, and are all returned overseas travellers currently in hotel quarantine. Four women and two men aged between 40-64, were all passengers on a flight from Dubai which arrived in Perth on 1 July 2020 and returned positive test results following WA Health screening conducted on day two after their arrival. The Department of Health is interviewing all passengers on the flight, who are also all in hotel quarantine, to ascertain if there were any close contacts to the newly diagnosed cases onboard.
Last week, 3,671 people presented to WA COVID-19 clinics – 3,596 were assessed and 3,476 were swabbed.
On Tuesday, 30 June 2020, it was announced that live music in WA is officially back with the announcement that up to 4000 fans will be able to support popular local bands on Saturday, 18 July 2020, the day WA celebrates the lifting of all COVID-19 crowd restrictions.WA Unlocked, to be held at HBF Stadium, will be the first major live music event to be held in WA following the COVID-19 pandemic, which is a further testament to WA's outstanding management of the health crisis. The resumption of live events means thousands of Western Australians are set to be gainfully employed across several industries, including events, catering, music, production, transport, retail and hospitality.
In addition, the State Government and Rex airlines have secured additional services to Albany, Esperance and Carnarvon while also increasing access to discounted community fares. Air services are doubling to eight per week on the Albany and Esperance air routes, while the Carnarvon air route will increase from three to five weekly return services.
Conditions around the purchase of community airfares will be relaxed, allowing all remaining seats to be sold at community fare prices within 7 days prior to departure, instead of 24-hours. The ability to purchase the community fare more than 30 days prior to departure remains in place.
The one-way community fare is priced at $139 for Albany, $138 for Esperance, $158 for Monkey Mia and $199 for Carnarvon and it is available to everyone for travel each way.
Due to the impacts of COVID-19, the State Government has worked with the Commonwealth to underwrite up to four weekly services on the Albany and Esperance routes and three weekly return services on the Carnarvon and Monkey Mia air routes. A new deed signed between the State Government and Rex has extended the funding for these flights until 30 September 2020. These additional routes and access to community air fares will encourage demand and help stimulate local regional economies as the State continues to recover from COVID-19.
On Wednesday, 1 July 2020, it was announced that a $195,000 relief fund will be available for eligible regional art galleries that had to cancel exhibitions and close their doors due to COVID-19. The funding will ensure the galleries have the capacity required to host visual art exhibitions and activities in the future as part of the Regional Exhibition Touring Boost (RETB). It will assist recovery in re-establishing vital community arts activity.
The RETB is an $8 million election commitment creating more opportunities for regional Western Australians to engage with visual arts, by increasing the number of touring exhibitions to regional towns and communities. The RETB is delivered by Art on the Move (AOTM) and the Art Gallery of WA, and is managed by the Department of Local Government, Sport and Cultural Industries.
On Thursday, 2 July 2020, the results of the second WA health system staff engagement survey have shown increased employee engagement, and a workforce positive about their roles and strongly committed to patient care. Despite the interruption of the COVID-19 pandemic, the survey - which was undertaken in March - resulted in an Employment Engagement Index of 66%, up from 62% last year.

Health service providers are reviewing the survey results to ensure support can be provided to those particular areas where improvement is necessary between now and the next survey, to take place in March 2021.
On Friday, 3 July 2020, the State Government amended the Mining Regulations 1981 to support stakeholders impacted by the COVID-19 pandemic. Under the revised regulations, tenement holders can now apply for expenditure exemptions if they are able to demonstrate that COVID-19 has affected their ability to meet their expenditure conditions.
The temporary amendments reduce the amount of time allowed for an objection to be lodged, from 35 days to 14 days, and all exemption applications will now be published online. Providing clear guidance should also minimise the requests for additional information from the applicant.
Additionally, researchers at Perth Children's Hospital (PCH) have kick-started two research projects to help better understand the rate and prevalence of COVID-19 in children. These projects will test for evidence of COVID-19 in children not showing symptoms - given symptoms and disease of children tend to be milder than in adults, meaning infection can easily be missed.
One of these research projects aims to determine the prevalence of infection of SARS-CoV-2 which causes COVID-19 in children and the role they play in the community transmission of the disease. PCH infectious disease specialists will work with PathWest and Clinipath to conduct the research, with testing to take place between June and December 2020 covering the peak winter season.
Using blood samples taken as part of routine testing, a selection of random samples will be tested to see whether antibodies to SARS-CoV-2 are present. If present, this will provide evidence that the child was previously infected with COVID-19, and data from this study will have implications for the management and delivery of paediatric health in Western Australia.
The second research project, undertaken with Telethon Kids Institute, will screen patients ahead of their ear, nose or throat surgery at PCH over a nine-month period, with an anticipated 300 children due to be screened. This research will complement the State Government's DETECT schools project which is currently scanning the WA school community for possible undetected COVID-19 cases.

There are four active cases in WA – all are in hotel quarantine. A total of 596 people have recovered from COVID-19 in WA.
Yesterday 313 people presented to WA COVID-19 clinics – 300 were assessed and 296 were swabbed. To date there have been 179,326 COVID-19 tests performed in WA. Of those tested, 31,806 were from regional WA.

The Department of Health has reported no new cases of COVID-19 in Western Australia overnight. The State’s total stands at 608.
There are four active cases in WA – all are in hotel quarantine. A total of 595 people have recovered from COVID-19 in WA.
Yesterday 768 people presented to WA COVID-19 clinics – 739 were assessed and 733 were swabbed. To date there have been 174,330 COVID-19 tests performed in WA. Of those tested, 30,698were from regional WA.
Revellers planning to enjoy a night on the town to celebrate Western Australia's easing of COVID-19 restrictions will again have access to a quick and easy way home, with the State Government reinstating free weekend late night train services.

The Department of Health has reported no new active cases of COVID-19 overnight.
However, the State’s total now stands at 608 after a historical case was identified through serology testing. The historic case, from the Kimberley, relates to an overseas traveller who returned to Western Australia in March.
There are currently four active cases in WA and 595 people have recovered from the virus in WA.
Yesterday 840 people presented to WA COVID-19 clinics – 798 were assessed and 791 were swabbed. To date there have been 171,195 COVID-19 tests performed in WA. Of those tested, 29,958 were from regional WA.

The Department of Health has reported no new cases of COVID-19 in Western Australia overnight. The State’s total stands at 607.
There are four active cases in WA – all are in hotel quarantine. A total of 594 people have now recovered from COVID-19 in WA.
Yesterday 987 people presented to WA COVID-19 clinics – 937 were assessed and 929 were swabbed. To date there have been 167,201 COVID-19 tests performed in WA. Of those tested, 29,312were from regional WA.
In addition, the State Government will introduce a Bill to ease the burden on health care workers who contract COVID-19 and require access to workers' compensation entitlements.
Many essential health care workers are working in difficult circumstances and are at a higher risk of exposure to contracting COVID-19. The Workers' Compensation and Injury Management Act 1981 will be amended to establish a presumption of work-related injury for specified diseases suffered in specified classes of employment.
Regulations will address health care workers suffering COVID-19 as a priority, this means workers will not be required to go through lengthy and costly claim investigations to prove they contracted COVID-19 at work.
The Bill will also facilitate electronic service of some documents and remove the arbitrary 'termination day' that constrains a worker's ability to pursue common law damages.

The Department of Health has reported two new cases of COVID-19 in Western Australia overnight, bringing the State’s total to 607. Both cases are related to overseas travel and are in hotel quarantine.
There are four active cases in the State, following one additional recovery overnight. A total of 594 people have now recovered from the virus in WA.
Yesterday 1,127 people presented to WA COVID-19 clinics – 1,089 were assessed and 1,077 were swabbed. To date there have been 164,147 COVID-19 tests performed in WA. Of those tested, 28,858were from regional WA.

The Department of Health has reported no new active cases of COVID-19 in Western Australia today. The State’s total stands at 605.There are three active cases in the State and 593 people have recovered from the virus in WA.
Yesterday 477 people presented to WA COVID-19 clinics – 461 were assessed and 459 were swabbed. To date there have been 162,065 COVID-19 tests performed in WA. Of those tested, 28,681 were from regional WA.
Western Australians must continue to keep up physical distancing where possible and good personal hygiene to better protect themselves and the general health of our community.
WA businesses will be expected to ensure their COVID Safety Plans are updated and continue to be implemented. COVID Safety plans help mitigate the risk of COVID-19, are in line with health advice and provide extra confidence to patrons and staff entering the business premises.
WA’s COVID-19 restrictions will be relaxed even further, as WA’s roadmap is updated to complete the removal of all restrictions. Due to the world-leading response to COVID in WA, Phase 4 will start on Saturday, 27 June 2020 (11.59pm Friday, 26 June 2020) and will result in:
  • All existing gathering limits and the 100/300 rule removed
  • Gathering limits now only determined by WA’s reduced 2sqm rule
  • The 2sqm rule will only include staff at venues that hold more than 500 patrons
  • Removal of seated service requirements at food businesses and licensed premises
  • No requirement to maintain patron register at food businesses and licensed premises
  • Alcohol can be served as part of unseated service arrangements
  • All events permitted except for large scale, multi-stage music festivals
  • Unseated performances permitted at venues such as concert halls, live music venues, bars, pubs and nightclubs
  • Gyms operating unstaffed, but regular cleaning must be maintained
  • The casino gaming floor reopening under agreed temporary restrictions.

Depending on infection rates locally, Phase 5 is planned to be introduced on Saturday, 18 July 2020 (effective from 11.59pm Friday, 17 July 2020) and will result in the removal of the 2sqm rule. It is also expected to see the removal of all gathering restrictions, other COVID-related rules introduced by the State Government and the 50 per cent capacity limit for major venues.
Phase 6 was going to include the removal of WA's hard border with the rest of the country and travel restrictions currently in place for remote Aboriginal communities. A tentative date for the removal of WA's hard border was planned to be included as part of Phase 6, however this was put on hold due to the rapidly evolving situation in Victoria.
When an indicative date is set in the future, it will be contingent on locally acquired infection rates in the Eastern States. The WA hard border will only be removed when the WA Chief Health Officer is confident the spread of infection is controlled in the Eastern States.

The Department of Health has reported one new active case of COVID-19 overnight, bringing the State's total to 605. The new case, a woman in her 20's, is related to overseas travel and she is in hotel quarantine.
There are currently three active cases in State and 593 people have recovered from the virus in WA.
Yesterday 346 people presented to WA COVID-19 clinics; of these 326 were assessed and 324 were swabbed as a result of the assessment. To date there have been 165,265 COVID-19 tests performed in WA. Of those tested, 28,515 were from regional WA.
New details of the METRONET Morley-Ellenbrook Line have been unveiled with today's release of the Project Definition Plan. More than 3,000 local jobs are expected to be created and supported across the life of the project and provide opportunities for local businesses. The METRONET projects and the associated pipeline of work will help support local jobs and WA’s COVID economic recovery.
The 21 kilometre rail line is the State's biggest public transport project since construction of the Mandurah Line, includes new stations at Ellenbrook, Whiteman Park, Malaga, Noranda and Morley and will connect the fast growing north-eastern corridor to a redeveloped Bayswater Station and then onto the city. The new stations will include parking for a total of about 3,300 cars, four bus interchanges, universal access, cycle facilities, toilets and shared paths connecting them to the surrounding networks.
The Perth CBD will be as close as 15 minutes when boarding at Morley and just 30 minutes from Ellenbrook - making it the quickest transport option available for nearby residents. Integration with the Midland Line will also give passengers improved access to other destinations on the rail network, including Perth Airport.

The historic case relates to a woman in her 60’s who was a returned overseas traveller and former cruise ship passenger on the Costa Luminosa.

The Department of Health is reporting no new cases of COVID-19 overnight with the State’s total standing at 603. There are currently two active cases in the State and 592 people have recovered from COVID-19 in WA.
Yesterday 737 people presented to COVID-19 clinics – 709 were assessed and 701 were swabbed. To date there have been 155,815 COVID-19 tests performed in WA. Of those tested, 27,336 were from regional WA.

The Department of Health is reporting one new case of COVID-19 overnight, bringing the State’s total to 603. The new case relates to a person who returned from overseas travel and is in hotel quarantine.
There are currently two active cases in the State and 592 people have recovered from COVID-19 in WA.
Yesterday 807 people presented to COVID-19 clinics – 769 were assessed and 758 were swabbed. To date there have been 152,603 COVID-19 tests performed in WA. Of those tested, 26,672 were from regional WA.
The two-week COVID-19 testing blitz on people not showing symptoms across Western Australia has ended with no positive cases detected. The opportunity for people from identified groups to be tested for COVID-19 produced further evidence that there are no undetected cases COVID-19 in the community.
Between Thursday 28 May 2020 and Wednesday 10 June 2020, healthcare workers, WA Police staff, school staff, meat workers, and retail, hospitality, transport and tourism industry employees not displaying symptoms of COVID-19 were invited to undergo a swab test for the virus. As part of the program 18,409 people stepped forward for testing and all tested negative, with the breakdown of major cohorts as follows:
  • 11,192 health care workers (61%);
  • 2,197 school staff (12%);
  • 1,852 retail workers (10%);
  • 925 hospitality workers (5%); and
  • 875 meat workers (5%);

WA Police staff, transport workers and tourism industry workers accounted for under 5% each. The median age of people tested was 47 years, and 72% were female. Just over three quarters of participants reside in the metropolitan area.
The program was a major co-ordinated effort by public and private pathology providers PathWest, Australian Clinical Labs, Clinipath, and Western Diagnostic Pathology, to offer as many opportunities as possible within the two-week window. Testing was offered at more than 100 clinics, drive-through facilities, and pop-up clinics across the State, and on-site testing was facilitated at nearly 200 businesses.
Lastly, dormitory capacity restrictions have been lifted for public school residential boarding facilities and school camps. School camp operators can fill dormitories, but camps can only have a maximum of 100 people.
Today's announcement comes after the Australian Health Protection Principal Committee (AHPCC) revised its guidelines yesterday (17 June 2020) saying that each State or Territory education department could review the situation around these types of facilities in line with State health advice. However, the AHPCC said each facility would still be required to prepare a facility-specific, risk assessment plan which included their planned response to scenarios such as single or multiple cases being identified among boarders with multiple close contacts, to manage the risk posed by COVID-19.
The risk analysis should inform the development of mitigation actions that lower the risk of transmission and promote good health, hygiene and physical distancing within the facility.

The Department of Health is reporting no new cases of COVID-19 with the State’s total standing at 602.
Overnight there has been one recovery so Western Australia now has just one active COVID-19 case. To date, 592 people have recovered from COVID-19 in WA.
Yesterday 926 people presented to COVID-19 clinics – 882 were assessed and 876 were swabbed.
The State Government has delivered almost $6 million in financial support to 70 Western Australian community groups and local government authorities through the Lotterywest COVID-19 Relief Fund. Established in late March, $5,976,891 in grants have been provided to support crisis and emergency relief across the State.
The State Government, through Lotterywest, swiftly responded to the COVID-19 pandemic by reprioritising its community grants program to focus on creating the Relief Fund. The Fund supports not-for-profit organisations and local government authorities to help vulnerable Western Australians and those experiencing hardship during this unprecedented time.

The Department of Health is reporting no new cases of COVID-19 with the State’s total standing at 602.
WA has just two active COVID-19 cases. To date, 591 people have recovered from COVID-19 in WA.
Yesterday 1,082 people presented to COVID-19 clinics – 1,027 were assessed and 1,022 were swabbed. To date there have been 143,418 COVID-19 tests performed in WA – 25,300 from regional WA.
Most COVID-19 patients experience only mild-to-moderate symptoms but about 15% will develop severe respiratory disease, with some needing intensive medical management or even admission to an intensive care unit. At present, however, there is no way of telling which patients will become severely unwell. A new research project being led by Fiona Stanley Hospital could change this.
WA health researchers will determine whether performance at two simple exercises could help predict which COVID-19 patients are likely to develop severe disease. In addition to monitoring patients’ symptoms, the study will track their grip strength and counts of sitting to standing in a minute, during their time in hospital. Both exercises can be performed quickly and simply. The grip test is a sentinel measure of a person’s overall muscle strength, while the sit-to-stand assessment can be used to predict mortality in the elderly.
The study will seek to identify correlation between patients’ performance in these functional tests and other physiological markers such as heart rate, respiratory rate and blood oxygen levels. Initial testing will take place on patients’ admission to hospital, with follow up every other day to monitor for changes in functioning. The study will also track patients for one year to enhance understanding of long-term recovery from COVID-19.
If found to be effective in predicting disease severity, the exercises would give healthcare staff a simple, cheap and non-invasive means of knowing which patients required extra monitoring – and potentially more aggressive intervention. Information gathered from the tests would also be helpful in guiding the rehabilitation of patients who survived COVID-19 but were left with long-term physical impairment.
The study will be conducted by clinicians, academics and researchers from WA’s three tertiary hospital sites, the WA Country Health Service and multiple universities. Participants from the study will be drawn from patients already enrolled in a global, World Health Organisation-endorsed observational project known as ISARIC (International Severe Acute Respiratory and Emerging Infection Consortium). WA Health is participating in ISARIC which is gathering data and blood samples from patients diagnosed with COVID-19.

The Department of Health is reporting no new cases of COVID-19 with the State’s total standing at 602.
WA has just two active COVID-19 cases, with nine people cleared of the virus overnight – including the remaining six crew from the Al Kuwait livestock carrier. To date, 591 people have recovered from COVID-19 in WA.
Yesterday 508 people presented to COVID-19 clinics – 490 were assessed and 484 were swabbed. To date there have been 143,418 COVID-19 tests performed in WA. Of those tested, 25,300 were from regional WA.
Less than three months after non-urgent elective surgery was suspended to enable our health system to prepare for the impact of COVID-19, activity is back to 100% of the historical average. Non-urgent Category 2 and all Category 3 procedures were suspended from 23 March 2020 to preserve stocks of Personal Protective Equipment (PPE) and ensure beds were available for patients with COVID-19. Activity has progressively ramped back up from 28 April 2020 and today marks the return to full capacity.
Approximately 3,550 Western Australians will undergo an elective surgery or procedure this week. This milestone is a significant achievement in WA's return to the new normal from COVID-19 and a testament to the great work of WA Health and health service providers in responding to the pandemic, and securing supplies of critical PPE.

The Department of Health has reported no new cases of COVID-19 overnight, with the State’s total number of cases remaining at 602.There are currently 11 active cases in the state, five (5) are Western Australians and 6 are crew members from the Al Kuwait livestock carrier. To date, 582 people have recovered from the virus in WA.
Yesterday 476 people presented to COVID-19 clinics – 457 were assessed and 450 were swabbed. To date there have been 141,905 COVID-19 tests performed in WA. Of those tested, 25,070 were from regional WA.
The Western Australian Government is bringing forward $4.65 million in infrastructure funding to help State Sporting Associations (SSAs) maintain their assets such as grounds and buildings.
The State Government normally allocates $2 million a year under the State Sporting Infrastructure Fund. By switching to a triennium (three-year) funding model and bringing forward funding, SSAs will be able to meet their current facility operating costs, ensure their buildings and grounds are ready as COVID-19 restrictions ease, and undertake larger maintenance and capital works projects identified in asset maintenance plans.
The funding is being provided to SSAs that operate venues capable of hosting state and national level sporting competition as identified in the State Sporting Infrastructure Plan. The funding will be for works such as:
  • maintaining an asset in ready for service condition;
  • routine maintenance and minor works in accordance with an asset maintenance plan;
  • capital projects; and
  • energy and water efficiency initiatives.

The Department of Health has reported no new cases of COVID-19 overnight, with the State's total number of cases remaining at 602.
There are currently 18 active cases in the state, five (5) are Western Australians and 13 are crew members from the Al Kuwait livestock carrier. To date, 575 people have recovered from the virus in WA.
Yesterday 725 people presented to COVID-19 clinics – 680 were assessed and 671 were swabbed. To date there have been 140,106 COVID-19 tests performed in WA. Of those tested, 24,732 were from regional WA.

The Department of Health has reported one new case of COVID-19 overnight, bringing the State’s total number of cases to 602. The case relates to a person who returned from overseas travel and is in hotel quarantine.
There are currently 18 active cases in the State – five are Western Australians and 13 are crew members from the livestock carrier, the Al Kuwait. To date, 575 people have recovered from the virus in WA.
Yesterday 880 people presented to COVID-19 clinics – 832 were assessed and 821 were swabbed. To date there have been 134,491 COVID-19 tests performed in WA. Of those tested, 23,526 were from regional WA.
Planning is underway to resume social visits to Western Australian prisons in line with the staged easing of COVID-19 restrictions. The Department of Justice, Corrective Services Division expects to reintroduce face-to-face visits at custodial facilities within a few weeks in accordance with current health advice for prisons.
Physical distancing will apply during visits and space is being made available. Other restrictions being lifted include the use of custodial gymnasiums and sporting ovals, and religious services have also resumed. Corrective Services has also begun preparations - including risk assessments and discussions with local communities - so they can restart community work and other external programs for prisoners.

The Department of Health has reported no new active cases of COVID-19 overnight. Western Australia’s total of confirmed COVID-19 cases stands at 601.
There are currently 21 active cases in the State – seven are Western Australians, one is from interstate and 13 are crew members from the livestock carrier, Al Kuwait. To date, 571 people have recovered from the virus in WA.
Yesterday 998 people presented to COVID-19 clinics – 939 were assessed and 926 were swabbed. In addition, 1,646 asymptomatic people were tested yesterday through the DETECT Snapshot program. To date there have been 133,277 COVID-19 tests performed in WA. Of those tested, 23,267 were from regional WA.
The State Recovery Advisory Group convened for a major workshop today, providing strategic advice to help guide the development of the COVID-19 State Recovery Plan. During the first workshop, the Group shared perspectives on the priority impacts of the pandemic on their respective fields.
They will provide input on the State Government's Draft Impact Statement, developed to summarise the known and emerging impacts of COVID-19 and focusing on five key recovery areas - health, economic and infrastructure, social, industry and regions. The Impact Statement will continue to be developed in consultation with the State Recovery Advisory Group and will guide the State Recovery Plan to rebuild the State's economy.
State Government Ministers are hosting a series of roundtable discussions over the next fortnight that will include key stakeholders in areas such as health and mental health, tourism, seniors and ageing, the disability sector, Aboriginal wellbeing, culture and the arts, education and training, and regional communities.
In addition, it was announced that the State Government is advancing up to $800,000 from the $16.7 million New Industries Fund (NIF) to support start‑ups and small and medium enterprises (SMEs) impacted by COVID-19. The State Government recognises that Western Australia's innovation sector has been impacted by COVID-19, with start-ups and entrepreneurs facing problems with cash flow, potential data breaches, supply chain integrity and changed business models.
The $16.7 million New Industries Fund was established to support and accelerate new and emerging businesses to diversify the Western Australian economy and create new WA jobs. Funding includes support for businesses to address cyber security attacks that have increased with the uptake of online sales and services during pandemic

The Department of Health has reported no new active cases of COVID-19 overnight. However, the State’s total now stands at 601 after two historical cases were identified through serology testing. The two historic cases, confirmed by serology testing, relate to a person who had returned from overseas travel and a cruise ship passenger. There are currently 28 active cases in WA – seven are Western Australians, one is from interstate and 20 are crew members from the livestock carrier, the Al Kuwait.
To date, 564 people have recovered from the virus in WA. Yesterday 1,121 people presented to WA COVID-19 clinics – 1,054 were assessed and 1,033 were swabbed. In addition, 1,391 asymptomatic people were tested yesterday through the DETECT Snapshot program. To date there have been 126,700 COVID-19 tests performed in WA. Of those tested, 22,129 were from regional WA.
In addition, more than 30 university-led COVID-19 projects will share in State Government funding to undertake or boost their COVID-19 research that contributes to protecting Western Australians.
Examples of the projects include the development of new drugs, research into the effects of COVID-19 on mental health, projects to upskill the health workforce and projects to support the resilience of businesses through the economic recovery.
One of the projects funded by the State Government is the COVID-19 International Systems Medicine Project by Murdoch University's Australian National Phenome Centre. This project has received $400,000 towards developing a test to determine people's susceptibility to the disease and the severity of an individual's response to it. This knowledge will allow health care experts to also identify which individuals will respond well to a given drug treatment and what the long-term consequences of infection are. This is crucial knowledge for the development of effective treatments, including vaccines, and presents a major step towards effective clinical management of COVID-19. The Centre is working with international collaborators from leading global research hospitals, including Cambridge University's highly respected Addenbrooke's Hospital.

Yesterday 1,308 people presented to WA COVID-19 clinics – 1,203 were assessed and 1,188 were swabbed. In addition, 1,041 asymptomatic people were tested yesterday through the DETECT Snapshot program. The Department of Health has reported zero new cases of COVID-19 overnight, with the State total remaining at 599.
There are currently 31 active cases in WA – 10 are Western Australians, one is from interstate and 20 are crew members from the livestock carrier, Al Kuwait. To date, 559 people have recovered from the virus in WA.
Yesterday 621 people presented to WA COVID-19 clinics – 584 were assessed and 579 were swabbed. In addition, 281 asymptomatic people were tested yesterday through the DETECT Snapshot program. To date there have been 118,497 COVID-19 tests performed in WA. Of those tested, 20,845 were from regional WA.
The Education and Training Minister has announced the details of the Phase 3 operating arrangements for Western Australian public schools which come into effect today.
As part of the Phase 3 operating guidelines, restrictions have been lifted to allow parents, carers and visitors inside schools for meetings and to drop off and pick up students, subject to physical distancing and hygiene measures.
Events and activities such as assemblies, excursions, interschool activities, school choirs and examinations can now resume providing schools abide by a limit of 100 people in indoor settings and 300 people in outdoor areas. Sports training, games and interschool competitions will now also recommence with schools following the same guidelines as the community for the number of people per indoor and outdoor space. Students in secondary years are also able to get back to their work placements as long as schools make sure the employers are complying with WA COVID-19 Health Guidelines.
It is expected that schools continue to follow good personal hygiene practices and additional cleaning regimes. High frequency cleaning will continue throughout the school day at all WA public schools. As per the WA COVID-19 Roadmap, all school activities will be reviewed again in preparation for Phase 4.

Western Australia has achieved amazing results to date with limiting the spread of COVID-19 within the community, and this is greatly in part to the people of Western Australia following the guidelines and restrictions.
However, people should not become complacent. The threat of COVID-19 to Western Australia and indeed the world remains real and current. We are continuing to see cases come in from overseas travellers in quarantine, and it will only take just one case within the community to start an outbreak.
The most important protection for all of us, as we return to more normal activities, is for each Western Australian to show personal responsibility and always practise our new ways of interacting and hygiene. We must all practise physical distancing of 1.5 metres. We must be fastidious with hand and cough hygiene at home, at work and when out in the community. We must all remember to stay home and get tested for COVID-19 if we have even mild cold or flu-like symptoms.
One of the main methods to contain COVID-19 is the early identification of positive cases, and the ability to quickly contact trace and quarantine close contacts. Contact tracing is made much more difficult in situations where close contacts cannot be identified and followed up.
Every Western Australian must play their part in keeping our state in its currently enviable place.

The Department of Health has reported zero new cases of COVID-19 overnight. The State’s total therefore remains at 599.
There are currently 31 active cases in WA. Of the active cases, 10 are Western Australians, one is from interstate and twenty are crew members from Al Kuwait. To date, 559 people have recovered from the virus in WA.
Yesterday 606 people presented to WA COVID-19 clinics; of these 567 were assessed and 562 were swabbed as a result of the assessment. In addition, 1,109 asymptomatic people were tested yesterday through the DETECT Snapshot program. To date there have been 115,507 COVID-19 tests performed in WA. Of those tested, 20,193 were from regional WA.
The State Government has announced a $444 million housing stimulus package to deliver a major boost to Western Australia's COVID-19 economic recovery, and support the building and construction sectors.
The comprehensive housing package will provide incentives for Western Australians to build new homes and deliver more social and affordable housing options for Western Australians. The housing stimulus package will deliver:
  • $117 million for $20,000 Building Bonus grants provided to homebuyers who sign up before December 31, 2020 to build new houses or purchase a new property in a single tier development (such as a townhouse) prior to construction finishing, creating 2,600 jobs;
  • $8.2 million to expand the 75 per cent off-the-plan transfer duty rebate, capped at $25,000, until December 31, 2020 to include purchases in multi-tiered developments already under construction;
  • $97 million to construct social housing dwellings and purchase off-the-plan units for supported housing programs;
  • $142 million to refurbish 1,500 existing social housing dwellings; and
  • $80 million for targeted maintenance programs for 3,800 regional social housing properties - including remote Aboriginal communities' stock and subsidised housing for regional government workers.

The plan is scheduled for immediate rollout, and will run into 2020-21, providing tradespeople and building material suppliers with additional certainty about an ongoing pipeline of work. The package includes an $80 million investment to fast-track a regional maintenance program, supporting workers and small businesses in regional WA. As part of the plan, $97 million is allocated to build or buy approximately 250 dwellings comprising of new social housing builds and off-the-plan purchases ready for immediate construction, aiming to accelerate the start of building construction-ready projects. Off-the-plan pre-sales opportunities will be acquired through a time limited Call for Submissions process issued by the Department of Communities and expected to open in mid-June. The package is the latest in a string of initiatives to support the housing industry since the McGowan Government came to power in March 2017, including:
  • $150 million Housing Investment Package to build more than 500 new social or affordable homes and refurbish 70 public housing properties;
  • $394 million METRONET Social and Affordable Housing and Jobs Package;
  • $29 million for a 75 per cent transfer duty rebate of up to $50,000 for buyers who sign pre-construction contracts to purchase a new residential unit or apartment in a multi-tiered development;
  • extension of income eligibility limits for borrowers accessing the State Government's low-deposit Keystart program; and
  • extension of Keystart's lending capacity (loan book) by $921 million to $4.8 billion since 2017.

Since 2017, the State Government has invested more than $1.6 billion in specific economic measures to support the housing sector.In addition, the State Government has announced a $125 million Building Bonus package to ramp up activity in the residential building sector, stimulate the economy and support around 2,600 local jobs.
  • $117 million committed for $20,000 grants to homebuyers who build new houses or purchase a new property in a single-tier development prior to construction finishing
  • New grant builds on the Federal Government's HomeBuilder scheme, giving some Western Australian homebuilders access to up to $45,000
  • The $10,000 First Home Owner Grant and stamp duty concessions still apply, meaning some WA first homebuyers could qualify for up to a $69,440 benefit
  • $8.2 million allocated to expand the existing 75 per cent off-the-plan transfer duty rebate, up to $25,000, to purchases in multi-tiered developments under construction
  • $2.3 billion in stimulus and relief measures invested in response to COVID-19

The Building Bonus grants are open from 4 June 2020 until 31 December 2020 to any homebuyer who wishes to build a new house or purchase a new property in a single-tier development (such as a townhouse) prior to completion of construction. The State Government's scheme is not means tested and has no cap on the property value.

The Department of Health has reported one new active case of COVID-19 overnight, as well as two historic cases, bringing the State’s total to 599. The new case is related to overseas travel and is in hotel quarantine. The two historic cases, confirmed by serology testing, were a couple who had returned from overseas travel in March and completed their quarantine.
There are currently 31 active cases in WA. Of the active cases, 10 are Western Australians, one is from interstate and twenty are crew members from Al Kuwait. To date, 559 people have recovered from the virus in WA.
Yesterday 871 people presented to WA COVID-19 clinics; of these 823 were assessed and 815 were swabbed as a result of the assessment. In addition, 1,745 asymptomatic people were tested yesterday through the DETECT Snapshot program. To date there have been 112,110 COVID-19 tests performed in WA. Of those tested, 19,459 were from regional WA.
Loved WA destination, Rottnest Island, welcomes back visitors after COVID-19 shutdown. Island reopens as part of wider easing of restrictions in Phase 3 of WA roadmap. Rottnest has been utilised as part of the State Government's COVID-19 response, with the last group of 200 people who underwent quarantine on the island departing on 13 May 2020.
Rottnest Island Authority and the island's business community have since been preparing for visitors' return in accordance with COVID-19 requirements. This has included the development of COVID-19 Safety Plans and the installation of signage and hand sanitiser stations on the island. In the week since the reopening was confirmed, Rottnest Island Authority has taken over 1,800 bookings - with even more expected to visit the island as day-trippers or in other accommodation.
Rottnest Island has enjoyed record-breaking visitation in recent years - with over three quarters of a million people visiting the destination in 2018-19.

The Department of Health has reported four new active cases of COVID-19 overnight, bringing the State’s total to 596. The four new cases are all related to overseas travel and are in hotel quarantine.
There are currently 30 active cases in WA. Of the active cases, nine are Western Australians, one is from interstate and twenty are crew members from Al Kuwait. To date, 557 people have recovered from the virus in WA.
Yesterday 1,126 people presented to WA COVID-19 clinics; of these 1,028 were assessed and 1,017 were swabbed as a result of the assessment. In addition, 1,612 asymptomatic people were tested yesterday through the DETECT Snapshot program. To date there have been 107,811 COVID-19 tests performed in WA. Of those tested, 18,566 were from regional WA.
The State Government has welcomed another freight aircraft of critical Personal Protective Equipment (PPE) in Perth, further strengthening our ability to protect frontline staff in the COVID-19 response. The latest delivery is on top of PPE supplies received in the past fortnight. Deliveries over the past two weeks include:
  • 275,000 isolation gowns;
  • 35,000 surgical packs;
  • 3.5 million gloves; and
  • one million packs of disinfectant wipes.

The State Government has increased its purchasing of PPE since COVID-19. This latest delivery is in addition to more than $9 million worth of PPE delivered direct via aircrafts to the Western Australian Department of Health. The equipment will help to meet current demand, prepare for any increase in COVID-19 positive patients and accommodate plans for hospitals to be back at full elective surgery activity by 15 June 2020.
The PPE will be prioritised for Western Australia's public hospitals, however, there may be potential to also provide stock to other agencies and community services as part of the broader State Government response.
In addition, local governments are encouraged to fast-track community infrastructure projects to help support small businesses and local jobs during Western Australia's economic recovery from COVID-19. The Western Australian Planning Commission is inviting governments to apply to use cash contributions collected from developers to undertake improvement works on open space, community facilities and infrastructure.
Under the State's planning framework, developers progressing a subdivision can be granted permission to provide cash payments to local governments for reinvestment in public open spaces, in lieu of setting aside land in a subdivision. As the State responds to the impacts of COVID-19, greater flexibility will be provided to local councils to reinvest these funds to help kick-start local economies.Community-enriching projects funded via this program in the past have included sporting facility upgrades, nature-based playgrounds, skate parks and recreation centre improvements. Opportunities to refurbish or replace ageing community infrastructure in those areas such as toilet blocks, shade structures, barbecues, cycle paths and footpaths will also be considered.
Also, candidates who had their Practical Driving Assessments (PDA) cancelled due to COVID-19 will have all been contacted by the end of this week, with the Department of Transport (DoT) making more than 10,600 phone calls - meaning the PDA online booking system will become available to customers today (5 June 2020), almost three weeks earlier than anticipated.
The DoT has now attempted to contact all candidates who had their PDA cancelled, giving them priority booking, with many of them having already completed their rebooked PDA. With DoT now having made multiple attempts to contact each of the cancelled candidates, the online PDA booking system, accessible through DoTDirect, will become available from midday today to anyone wishing to undertake a PDA. To help cater for the additional demand, DoT has recruited and trained an additional 35 driver assessors and will temporarily reopen its Welshpool Licensing Centre in late June - which will be a PDA only centre operating seven days a week with extended opening hours.

More than 3,000 apprentices and trainees will be able to access free training thanks to the State Government's latest initiative to safeguard Western Australia's future workforce. Training costs will be covered for apprentices and trainees who have had their contracts cancelled or suspended to continue their training 'off the job' for up to six months.
More than half of the apprentices and trainees impacted so far are in hospitality, tourism, wholesale and retail services, personal services, finance, property and business services, and building and construction. Fees will be paid by the Department of Training and Workforce Development directly to training providers. Providers will be able to access these payments from 1 July 2020.
Eligible apprentices and trainees displaced between March 1, 2020 and December 31, 2020 will be entitled to fee relief. There will be no course and resource fees for any units commenced by these apprentices and trainees for up to six months. Fee relief will continue to apply if the apprentice or trainee is subsequently picked up by another employer.
This support will make apprentices and trainees more employable in the recovery and is just one of the measures implemented by the State Government to keep WA's pipeline of skilled workers on track during COVID-19. Employers will also benefit from a more flexible approach to training apprentices and trainees during the COVID-19 recovery period, given that it may be difficult to meet some requirements while restrictions are in place.

Lastly, the Perth Zoo will reopen to the public tomorrow, following its March closure due to COVID-19. As an expansive outdoor environment, there is no capacity limit for the Zoo, however, multiple measures are in place to ensure visitors remain happy and healthy.
Visitors will need an online reservation and pre-purchased ticket which will ensure there is no cash handling at the Zoo entry and enable a mechanism for contact tracing by health authorities if required.
In preparation for the return of guests, the Zoo has:
  • laid physical distancing 'paw prints' in various areas,
  • installed multiple hygiene stations throughout the Zoo grounds,
  • implemented one-way traffic flow in some areas,
  • temporarily cancelled keeper talks but created virtual keeper presentations which can be watched on guests' personal devices,
  • temporarily closed indoor exhibits including the Nocturnal House and Australian Reptile encounter; and
  • completed mandatory COVID safe training.

Whilst the Zoo has been closed there has been a baby boom, so there is more to see than ever before. This includes a Javan Gibbon baby, two squirrel monkey babies, otter pups, emperor tamarin infants and more than 50 western swamp tortoise hatchlings. The koala and tree kangaroo joeys are now sticking their heads out of their mother's pouches ready for their first look at Zoo visitors this Saturday.

There are currently 26 active cases in WA. Of the active cases, five are Western Australians, one is from interstate and twenty are crew members from Al Kuwait. One confirmed COVID-19 case is in a Perth metropolitan hospital. To date, 557 people have recovered from the virus in WA.
Yesterday 1,211 people presented to WA COVID-19 clinics; of these 1,145 were assessed and 1,132 were swabbed as a result of the assessment. In addition, 1,032 asymptomatic people were tested yesterday through the DETECT Snapshot program. To date there have been 102,901 COVID-19 tests performed in WA. Of those tested, 17,337 were from regional WA.
The Federal Government has agreed to the State Government's request to remove the Commonwealth Biosecurity restrictions, meaning the Kimberley, Shire of Ngaanyatjarraku and parts of the East Pilbara will reopen to all Western Australians tomorrow. From Friday, June 5 (11.59pm Thursday, 4 June 2020) the biosecurity areas declared under the Commonwealth Biosecurity Act 2015 will be removed, however access to remote communities will remain restricted under the State Government's Emergency Management Act. The State Government applied to lift the biosecurity restrictions, with no active cases of the virus in regional areas and no positive cases of COVID-19 reported in remote communities.

The Department of Health has reported one new active case of COVID-19 overnight, bringing the State’s total to 592. The new case is a male in his 30s who returned from overseas travel and is in hotel quarantine.
There are currently 26 active cases in WA. Of the active cases, five are Western Australians, one is from interstate and twenty are crew members from Al Kuwait. One confirmed COVID-19 case is in a Perth metropolitan hospital.
To date, 557 people have recovered from the virus in WA, following the recovery of four cases overnight. Yesterday 1,311 people presented to WA COVID-19 clinics; of these 1,236 were assessed and 1,225 were swabbed as a result of the assessment. More than 890 asymptomatic people were also tested yesterday through the DETECT Snapshot program. To date there have been 97,912 COVID-19 tests performed in WA. Of those tested, 16,682 were from regional WA.
Western Australians are being urged to visit WA's iconic boat harbour in Perth's northern suburbs, with a new walking trails initiative unveiled today. The $117 million maintenance contract awarded to Broadspectrum (Australia) Pty Ltd will ensure ongoing maintenance on WA's 38 maritime facilities from Wyndham to Esperance.
Local boat harbours support small businesses, including local retailers and hospitality venues, commercial fishing and tourism ventures, as well as encourage recreational activities. The new walking trails, to be completed by the end of the month, will showcase three separate walks at the popular tourist destination, highlighting key attractions along the way. The trails are designed to encourage families to visit these iconic destinations and support small businesses who have been doing it tough due to the COVID-19 pandemic.

The Department of Health has reported no new active cases of COVID-19 overnight. The State’s total remains at 591.
There are currently 29 active cases in WA. Of the active cases four are Western Australians, five are from interstate and twenty are crew members from Al Kuwait. Two of the confirmed COVID-19 cases are in hospital. Neither case is in ICU.
To date, 553 people have recovered from the virus in WA. Yesterday 674 people presented to WA COVID-19 clinics; of these 629 were assessed and 620 were swabbed as a result of the assessment. More than 270 asymptomatic people were also tested yesterday through the DETECT Snapshot program. To date there have been 94,948 COVID-19 tests performed in WA. Of those tested, 16,351 were from regional WA.
Following a successful start to the two-week DETECT Snapshot asymptomatic COVID-19 testing program, the State Government has today announced a major expansion of work groups eligible for participation. From tomorrow until Wednesday, 10 June 2020, the following workers who are aged over 18 years and display no symptoms of COVID-19 will be able to undergo a swab test for the virus:
  • School staff involved in any function in a school setting (pre-kindergarten to Year 12), including Department of Education employees;
  • Tourism sector staff of accredited tourism businesses;
  • Transport workers such as truck, bus and train drivers, maritime workers, security and customer service staff working in public transport, and aviation workers
  • Healthcare workers including Western Australian Health staff, employees in private hospitals, residential aged care facilities, general practices, pharmacies, the disability sector, or any worker employed by an organisation delivering health services;
  • WA Police staff;
  • Meat workers employed in an abattoir, meat packing or in further processing such as small goods manufacture
  • Retail workers such as employees in supermarkets, department stores and specialty stores; and
  • Hospitality workers such as employees in cafes, restaurants, pubs or hotels.

Participation is voluntary. The program is being delivered with the support of PathWest, WA's public health service providers, Australian Clinical Labs, Clinipath, and Western Diagnostic Pathology.
Since the start of DETECT Snapshot, approximately 3,000 tests results have been returned and all were negative for COVID-19. The majority of participants were healthcare workers (76%), followed by retail workers (14%). The program has provided further evidence in support of the view that WA has no sustained community transmission.
People who fit the criteria can resume normal activities immediately and will be informed of a negative result via SMS. Anyone who tests positive will be followed up in line with existing Public Health procedures, including isolation and identification of any contacts for follow-up and quarantine.
Testing for the remainder of the population still requires COVID-19 symptoms to be present, with the exception of those participating in approved research studies or where approval has been granted by the Chief Health Officer. Anyone with fever, history of fever, or respiratory symptoms including shortness of breath, cough and/or sore throat should be tested at a designated COVID-19 clinic.

The Department of Health has reported one new active case of COVID-19 overnight, and one historical case identified through serology testing, bringing the State’s total to 591. The active case is a woman in her 30s returning from overseas travel, who has been in hotel quarantine since arrival. The historical case was a man in his 40s from the Kimberley who was a known contact of a positive case. He was cleared in April.
There are now 29 active cases in WA.
  • Four are West Australians
  • Five are from interstate
  • Twenty are from overseas.

Of the active cases, 28 are in hotel quarantine, and one – a crew member from Al Kuwait who had been in hotel quarantine – is in Royal Perth hospital. The total number of people who have now recovered from COVID-19 in WA is 553.
Yesterday 548 people presented to WA COVID-19 clinics; of these 538 were assessed and 528 were swabbed as a result of the assessment. Around 360 asymptomatic people were also tested yesterday through the DETECT Snapshot program. To date there have been 94,001 COVID-19 tests performed in WA. Of those tested, 16,175 were from regional WA.
Launched on WA Day, the 'Wander Out Yonder' campaign is supported by the State Government, through Tourism Western Australia, and follows the majority of regional travel restrictions being lifted on Friday, 29 May 2020. (The State Government has also written to the Federal Government to have travel permitted again into the Kimberley region from Friday, 5 June 2020.)
The campaign's focus is to encourage Western Australians to take a different kind of holiday, enjoy a staycation in Perth or travel to new places, and seek out new experiences across the State. With more Western Australians able to holiday and explore WA, instead of going interstate or overseas during the COVID-19 pandemic, it is a chance to drive more economic activity to WA tourism businesses and support local jobs.

The Department of Health has reported three new active cases of COVID-19 overnight bringing the State’s total to 589.
Of the new cases one is a three-year-old child from Western Australia, one is a female in her 60s also from Western Australia and one is a male in his 30s from interstate. All cases are recently returned overseas travellers and are currently in hotel quarantine. The child is a known contact of a confirmed case. One person, a known case from Al Kuwait who had been in hotel quarantine, was admitted to a Royal Perth Hospital ward overnight.
There are 28 active cases in Western Australia. Of the active cases, three are Western Australian, five are from interstate and 20 are from overseas. To date, 552 people have recovered from the virus in WA.
Yesterday 524 people presented to WA COVID-19 clinics; of these 501 were assessed and 498 were swabbed as a result of the assessment. Around 800 asymptomatic people were also tested yesterday through the DETECT Snapshot program. To date there have been 91,530 COVID-19 tests performed in WA. Of those tested, 15,754 were from regional WA.

The Department of Health has reported no new active cases of COVID-19 overnight; however, the State’s total now stands at 586 after one historical case was identified through serology testing. This historical case is no longer infectious and does not carry any risk to the public of WA.
The historical case is a crew member from Al Kuwait. Serology testing was performed on the man to determine whether his previous illness had been COVID-19, as part of a thorough investigation to determine potential sources of the cases on board the Al Kuwait. All of the 48 crew members from Al Kuwait have been tested. The 10 crew members on the ship have all tested negative to active infection.
There are 25 active cases in Western Australia. Of the active cases, one is a Western Australian, four are from interstate and 20 are from overseas. To date, 552 people have recovered from the virus in WA. There are no confirmed COVID-19 patients in Perth hospitals.
Yesterday 772 people presented to WA COVID-19 clinics, and of these 719 were assessed and 713 were swabbed. To date there have been 89,202 COVID-19 tests performed in WA. Of those, 15,326 tests were carried out in regional WA.

The Department of Health has reported eight new cases of COVID-19 overnight, bringing the State’s total to 585. All of the eight new cases are crew members from Al Kuwait. There are now 25 active cases in Western Australia. Of the active cases one is a Western Australian, four are from interstate and 20 are crew members from Al Kuwait.
To date, 551 people have recovered from the virus in WA, following one additional recovery overnight. There are no confirmed COVID-19 patients in Perth hospitals.
Yesterday 1,052 people presented to WA COVID-19 clinics, and of these 957 were assessed and 937 were swabbed. To date there have been 85,738 COVID-19 tests performed in WA. Of those, 14,830 tests were carried out in regional WA.
Restrictions on visiting hours at Western Australian hospitals will be partially eased from Tuesday (2 June 2020) and the number of people permitted to visit will increase to two people at one time. This gradual easing of visitor restrictions reflects the significant progress made by WA and the State Government in slowing the spread of COVID-19. Children will also be able to return as visitors and maternity patients can now be accompanied by two birthing partners.
To ensure the safety of staff and patients, physical distancing throughout all locations remains critically important and visitors should continue to practice good personal hygiene. As always, people should not visit patients in hospitals if they are unwell and the guidelines still stipulate that visitors should not enter a hospital if they:
  • have tested positive for COVID-19;
  • have a fever or a cold or a flu-like illness, including symptoms such as, sore throat, cough, fatigue and difficulty breathing;
  • have travelled outside Australia and are therefore required to self-isolate for 14 days; or
  • have been in contact with a confirmed case of coronavirus and are therefore required to self-isolate for 14 days

To ensure all of our patients can continue to remain socially connected during COVID-19, health staff will be available to discuss alternative means of communication for people who would otherwise visit patients, such as virtual communications including phone, and video-communication. Visitor restrictions to confirmed and suspected COVID-19 patients remain in place at all public hospitals.
The State Government has introduced a new code of conduct to help commercial tenants and landlords reach agreements about rent during the COVID-19 coronavirus pandemic. The code applies to small businesses, including retail stores, with an annual turnover of less than $50 million and which qualify for the JobKeeper scheme or have experienced a decline in turnover of 30 per cent or more during the emergency period (six months from 30 March 2020). Small charities only need to show a 15% reduction in turnover
The code provides guidelines to assist commercial tenants and landlords to negotiate a rent relief agreement during COVID-19 to ensure businesses survive the economic downturn associated with the pandemic.
Lastly, the State Government has announced Phase 3 of the roadmap to ease COVID-19 restrictions in WA, with significant changes coming into effect from Saturday, 6 June 2020. As part of Phase 3, Western Australia will be the first State in the nation to implement a two square metre per person capacity rule for venues, replacing the previous four square metre rule, which is the current national advice. However, Western Australians must continue to practice physical distancing and good personal hygiene at all times. Phase 3 will come into effect from Saturday, 6 June 2020 (or 11.59pm Friday, 5 June 2020). It includes:
  • non-work indoor and outdoor gatherings of up to 100 people at any one time, per single undivided space, up to 300 people in total per venue (100/300 rule);
  • food businesses and licensed premises may operate with seated service;
  • alcohol may be served without a meal at licensed premises (patrons must be seated);
  • food courts can reopen with a seated service;
  • beauty therapy and personal care services to reopen;
  • saunas, bath houses, float centres, massage and wellness centres to reopen (100/300 rule);
  • galleries, museums, theatres, auditoriums, cinemas and concert venues can reopen (during any performance, the patrons must be seated. (100/300 rule));
  • Rottnest Island to reopen to the WA general public;
  • Perth Zoo to open with no patron limit for the whole venue (the 100/300 rule applies to indoor spaces and cafés/restaurants);
  • wildlife and amusement parks can reopen (100/300 rule);
  • arcades (including pool/snooker, ten pin bowling, Timezone), skate rinks and indoor play centres to reopen (100/300 rule);
  • auction houses and real estate auctions can reopen;
  • TAB and other gaming venues (other than the Casino which is being considered separately) are permitted to reopen;
  • full contact sport and training is now permitted;
  • playgrounds, skate parks and outdoor gym equipment are permitted to be used;
  • parents/guardians will be able to enter school grounds to drop off or pick up their children;
  • gyms, health clubs and indoor sports centres will be able to offer the normal range of activities, including the use of all gym equipment (gyms must be staffed at all times and undertake regular cleaning).

WA businesses are reminded that they must submit a COVID Safety Plan, prior to reopening, to ensure they mitigate the risk of COVID-19, in line with health advice. Premises that opened during Phase 2 should update their COVID Safety Plans accordingly.
Phase 4 will be finalised in the coming weeks, based on the advice from the Chief Health Officer and will take into account the impact of Phase 3 in the WA community.

The Department of Health has today reported seven new cases of COVID-19, bringing the State’s total to 577. Of these seven new cases, six are crew members from Al Kuwait and one is a returned overseas traveller who is already in hotel quarantine.
Three of the Al Kuwait crew members tested positive while still onboard the ship and are being transferred to hotel quarantine. The other three crew members who tested positive are already in hotel quarantine after disembarking the ship yesterday. An additional two crew members are being transferred from the ship into hotel quarantine as they had significant contact with crew members who have tested positive. The 10 crew members remaining on the ship have been tested for COVID-19 and all crew members in hotel quarantine will also be tested.
There are now 18 active cases in Western Australia. Of the active cases one is a Western Australian, five are from interstate and 12 are crew members from Al Kuwait.
To date, 550 people have recovered from the virus in WA, following one additional recovery overnight. There are no confirmed COVID-19 patients in Perth hospitals. Yesterday 974 people presented to WA COVID-19 clinics, and of these 903 were assessed and 882 were swabbed. To date there have been 83,318 COVID-19 tests performed in WA. Elective surgery in Western Australian hospitals will increase to 75% of normal activity on Tuesday, 2 June 2020, with the full resumption of elective surgery activity expected on Monday, 15 June 2020. Increase possible due to a low number of COVID-19 cases in WA and appropriate use of personal protective equipment.
Patients will be contacted by the hospital if the surgery is scheduled to proceed. People are asked to not contact hospitals directly with enquiries as it diverts staff away from their core duties at this busy time. The impact of elective surgery will be monitored and reviewed in the coming months, including a strategy to undertake additional elective surgery.
Lastly, a preliminary assessment of the impact of COVID-19 on the WA economy and State finances was tabled in Parliament. The Economic and Fiscal Update was tabled along with the March Quarterly Financial Results Report, which outlined the State's financial performance for the first nine-months of 2019-20, and largely reflects conditions prior to the COVID-19 pandemic. Economy expected to contract in 2020-21, before returning to growth.
While royalty collections have remained relatively stable during the pandemic, significant downturns are forecast for other revenue sources including GST grants, payroll tax, transfer duty, land tax and vehicle licence duty. Government revenue estimated to decline by $1.8 billion lower than outlined in the 2019-20 Mid-year Review.
The increase in expenditure to respond to COVID-19 combined with the reduction in revenues in the June quarter is expected to considerably reduce the forecast $2.6 billion operating surplus for 2019-20, which was anticipated in the Mid-Year Review.
The Treasurer told the State Parliament today that forecasts should be treated with caution given the high level of uncertainty of the depth and duration of the ongoing effects of COVID-19 on the State, national and international economies.

The Department of Health has reported no new cases of COVID-19 overnight. The State total of confirmed COVID-19 cases remains at 570.
There are now 12 active cases in Western Australia. Two of the active cases are West Australians, four are from interstate and six are crew members from the Al Kuwait. All 12 cases are in self-isolation at home or in hotel quarantine.
To date, 549 people have recovered from the virus in WA and there are no confirmed COVID-19 patients in a Perth hospital. Yesterday 863 people presented to WA COVID-19 clinics, and of these 790 were assessed and 784 were swabbed. To date there have been 80,166 COVID-19 tests performed in WA. Of those, 14,031 tests were carried out in regional WA.
People not showing any symptoms of COVID-19 from vulnerable groups in the community now have the opportunity to be tested for the virus under the State Government's DETECT Snapshot.
Healthcare workers, WA Police staff, meat workers, supermarket and retail staff, and hospitality workers who are asymptomatic can undergo a swab test for COVID-19 from Thursday, 28 May 2020 to Wednesday, 10 June 2020.
Participation is voluntary and open to adults who work in the identified groups, selected mainly for their frequent interaction with the public during COVID-19 or where documented outbreaks have occurred in other jurisdictions.
Testing will be available State-wide from COVID-19 testing clinics. Those tested will be able to resume normal activities immediately and will be informed of a negative result via SMS. Anyone who tests positive will be followed up in line with existing Public Health procedures, including isolation and identification of any contacts for follow up and quarantine.
Testing arrangements for everyone else remains the same.
Anyone with fever, history of fever, or respiratory symptoms including shortness of breath, cough and/or sore throat should be tested at a designated COVID-19 clinic.
The State Government has established a top-level State Recovery Advisory Group (SRAG) to help lead Western Australia's recovery from the impact of the COVID-19 pandemic. The SRAG includes representatives from business, industry, not-for-profit organisations, UnionsWA, the public sector, local government and the community. The group will provide high level and strategic advice on the impacts of COVID-19 and help to guide the development of the State Recovery Plan. It will provide valuable feedback to the State Government on ongoing and emerging challenges relating to COVID-19.
A draft Impact Statement will be released shortly to address each of the State's recovery areas - health, economic and infrastructure, social, industry and regional WA. A key part of developing the State Recovery Plan will include a series of Ministerial roundtable discussions with these key stakeholders, face-to-face and virtual, to gather feedback on the draft Impact Statement and to inform the State Recovery Plan.
Today, the Water Minister announced a new measure to further help Water Corporation customers financially recover from the COVID-19 pandemic. The additional assistance will provide relief to Western Australian businesses most impacted by COVID-19, and help support the State's economy to recover.
Wastewater service charges are applied to commercial customers based on the customer's number of major fixtures (toilet, urinal or pan washer). This longstanding wastewater tariff structure is considered the most equitable way of sharing the significant costs of meeting 'peak demand'.
Businesses who are eligible for JobKeeper payments with four or more fixtures can apply to have their wastewater service charges waived (fourth to 200th fixture inclusive) for the period of 1 May 2020 to 31 August 2020. Businesses can receive up to approximately $41,000 in relief through this measure. The measure is estimated to cost the State Budget $5.5 million.
The scheme will be implemented on an application basis via the Water Corporation's website or by calling its customer contact centre. Applications will open from June 2, 2020.
In addition, the State Government is implementing procurement changes for goods and services contracts to give Western Australian businesses a boost during the COVID-19 pandemic. The changes, to take effect from 2 June 2020, will make it easier for government agencies to award and extend goods and services contracts with local businesses. This will assist the Western Australian economy and local businesses recover from the economic impacts of COVID-19.
The procurement changes for goods and services include:
  • allowing agencies to purchase direct from a local business up to $250,000 (a $200,000 increase on the current limit);
  • lifting the threshold for public tender processes up to $500,000 when at least one local business is involved (an increase of $250,000);
  • enabling agencies to obtain written quotations, in place of a tender, between $250,000 and $500,000, where one or more local businesses can supply; and
  • allowing agencies to extend government contracts with local businesses for up to two years to give businesses certainty.

These are temporary changes to boost the local economy and businesses during the pandemic. These changes will be in place until the end of 2020.

The Department of Health has reported six new cases of COVID-19 overnight. The positive cases – all males – are crew from a livestock carrier which is docked in Fremantle Harbour. The ship – Al Kuwait – travelled to Perth from Qatar.
The six confirmed cases were moved off the ship today to a Perth hotel in a State Government operation involving WA Health, WA Police and Fremantle Port Authority as well as the Commonwealth Department of Agriculture, Border Force and the Australian Maritime Safety Authority.
For the time being, the remaining 42 crew members, who are well, will stay on board the ship and will be monitored and undergo health assessments as required. A WAMAT team will board the ship to further assess crew and provide advice around health and infection control.
The State total of confirmed COVID-19 cases is now 570. As well as today’s new cases, there are six active COVID-19 cases being monitored in Perth. They are all in self-isolation – at home or in hotel quarantine.
To date, 549 people have recovered from the virus in WA and there are no confirmed COVID-19 patients in Perth hospitals. A total of 78,308 COVID-19 tests have been performed in WA. Of those,13,811 tests were carried out in regional WA. Yesterday 894 people presented to WA COVID-19 clinics, and of these 837 were assessed and 831 were swabbed.

The Department of Health has reported four new cases of COVID-19 overnight, bringing the State’s total to 564. All four cases are from one family who returned from overseas and are in hotel quarantine.
As with all cases, contact tracing is carried out to ensure all close contacts have been notified and are self-isolating. There are now six active cases in Western Australia and no active cases in regional WA.
To date, 549 people have recovered from the virus in WA and there are no confirmed COVID-19 patients in Perth hospitals. A total of 77,501 COVID-19 tests have been performed in WA. Of those, 13,740 tests were carried out in regional WA.
In addition, Western Australia's remaining regional travel boundaries will be reduced further, as part of the State Government's gradual and safe easing of COVID-19 restrictions. From this Friday, 29 May 2020 (or 11.59pm on Thursday, May 28), the regional boundaries will be lifted except for regions that are bound by the Commonwealth's designated biosecurity determination and 274 remote Aboriginal communities.
The WA Police Commissioner and the State Government are working with the Federal Government to remove the Commonwealth designated biosecurity areas from Friday, 5 June 2020 - around two weeks earlier than the anticipated deadline set by the Federal Government. This means until then, people will need an exemption to enter the Kimberley region, parts of the East Pilbara and the Shire of Ngaanyatjarraku.

12 Western Australian research projects have been boosted with funding from the State Government. $1.9 million in research grants has been awarded to support COVID-related research projects. Another $1 million has been provided for infrastructure support which will cover costs of consumables, staffing and site set-up for local COVID-19 research.
The funding for the 12 research projects will go towards treatments, studies of at-risk groups, development of less invasive tests, study of mental health impacts and tests that will more accurately inform us about immunity of COVID-19.
Lastly, the State Government has approved a $1.5 million support package, developed by the Art Gallery of Western Australia (AGWA) Board and the Art Gallery's Foundation, to help Western Australian artists during the COVID-19 emergency. Under the initiative, all living Western Australian artists represented in the State Art Collection will receive $2,000 towards creating an online State Art Collection archive.
Independent and art centre-based Aboriginal artists will share up to $525,000 through a targeted acquisition program to purchase existing works from up to 15 independent Aboriginal and Torres Strait Islander artists and from 25 Aboriginal art centres. In total, more than 400 Western Australian artists will directly benefit from the initiative, injecting up to $1.5 million into the arts sector economy. The AGWA is working with the Aboriginal Art Centre Hub Western Australia (AACHWA) to ensure both small and large art centres are represented in the program.
