The National Cabinet met today to further discuss options for easing restrictions over the coming months, helping prepare Australians to go back to work in a COVID-19 safe environment and getting the economy back to a more sustainable level.

National Cabinet again encouraged Australians to download the COVIDSafe app to ensure that we can protect Australians and reset baseline restrictions. More than 5.3 million Australians have already downloaded the COVIDSafe app. This is an enormous achievement, but more is needed.

National Cabinet will meet again on Friday 15 May 2020.


Re-opening a COVID-safe Australia and economy

Each step we take needs to be underpinned by a strong commitment from all of us to:

  • stay 1.5 metres away from other people whenever and wherever we can

  • maintain good hand washing and cough/sneeze hygiene

  • stay home when we’re unwell, and getting tested if we have respiratory symptoms or a fever,

  • download the COVIDSafe app so we can find the virus quickly, and

  • Develop COVID safe plans for workplaces and plans.

Our success depends on us making these behaviours part of our daily lives during the COVID-19 pandemic to keep us COVID safe.

For each of the major areas of restrictions we have set out three key steps between where we are now and where we want to be.

  • Step 1 will focus on carefully reopening the economy, and giving Australians opportunities to return to work and social activities, including gatherings of up to 10 people, up to 5 visitors in the family home and some local and regional travel

  • Step 2 builds on this with gatherings of up to 20, and more businesses reopening, including gyms, beauty services and entertainment venues like galleries and cinemas.

  • Step 3 will see a transition to COVID safe ways of living and working, with gatherings of up to 100 people permitted. Arrangements under step 3 will be the ‘new normal’ while the virus remains a threat. International travel and mass gatherings over 100 people will remain restricted.

National Cabinet also committed – as part of the three-step plan – to regular reviews and stocktake assessments of our progress every three weeks. We will be closely monitoring the situation as restrictions are eased. This will enable us to assess the impact of changes, track progress against our agreed precedent conditions, determine the pace of moving through the steps, and make any further decisions. The AHPPC and National Cabinet were very firm on this. We are prepared for an increase in case numbers or possible outbreaks, but relapse should not be an option. A second wave is not something we can afford to go through. The cost to our people, our economy, our social fabric, is too high. We should look to build success in each step, and move forward safely and with confidence.

So long as Australians keep living and working in a COVID safe way, we'll be able to keep case numbers low and continue taking steps on the pathway to relaxing more restrictions.

National Cabinet's goal is to have a sustainable COVID safe Australia in July 2020. We've shown what we can achieve when we work together - we flattened the curve. Now, let's work together to get Australia COVID safe.

Australian Health Protection Principal Committee (AHPPC) coronavirus (COVID-19) statement on 3 April 2020

The AHPPC has been asked to consider the issue of COVID-19 in children and management of Early Childhood and Learning Centres (ECLC) in relation to the community transmission of COVID‑19. Emerging epidemiologic reports on COVID-19 in children show that, while they are less likely than adults to be infected and have severe illness, they are still vulnerable to the pandemic coronavirus. The Committee’s advice is that pre‑emptive closures are not proportionate or effective as a public health intervention to prevent community transmission of COVID-19 at this time.

Recommendations

AHPPC considers ECLC are essential services and should continue at this time, but with risk mitigation measures in place. These should include:

  • exclusion of unwell staff, children and visitors

  • reduce mixing of children by separating cohorts (including the staggering of meal and play times)

  • enhanced personal hygiene for children, staff and parents

    • make sure liquid soap and running water, or alcohol-based hand sanitiser is available at the entrance of the facility and throughout

  • full adherence to the NHMRC childcare cleaning guidelines, in addition:

    • clean and disinfect high-touch surfaces at least daily (e.g. play gyms, tables, hard-backed chairs, doorknobs, light switches, remotes, handles, desks, toilets, sinks)

    • wash and launder play items and toys including washable plush toys as appropriate in accordance with the manufacturer’s instructions. If possible, launder items using the warmest appropriate water setting for the items and dry items completely

  • excursions other than to local parks should be discouraged, public playground equipment should not be used

  • influenza vaccination for children, staff and parents.

Alternative care arrangements should be considered for those children highly vulnerable to adverse outcomes should they be infected with COVID-19. AHPPC recommends parents seek medical advice for these children.

Restrictions on entry into ECLC

The following visitors and staff (including visiting workers) should not be permitted to enter the facility:

  • Those who have returned from overseas in the last 14 days.

  • Those who have been in contact with a confirmed case of COVID-19 in the last 14 days.

    • A contact is defined as anyone who has been in contact with a known case, including the 24 hours before the case became symptomatic.

  • Those with fever or symptoms of acute respiratory infection (e.g. cough, sore throat, runny nose, shortness of breath) symptoms.

  • Those who have not been vaccinated against influenza (after 1 May 2020).

There has been an absence of outbreaks in ECLC globally, however there is clear evidence that children are susceptible to SARS-CoV-2 infection. The role that children play in transmission and amplification of COVID-19 remains largely unknown and AHPPC will continue to closely monitor the evidence as it emerges to inform public health policy.

Watch Out for Scam Texts 請注意詐騙簡訊!

Australian Cyber Security Centre has warned users to be alert of scams distributed by text message.

One fake message going around purports to be a genuine message about COVID-19.

The text message appear to come from 'GOV' as the sender and they include a link to find out when to 'get tested in your geographical area' for COVID-19.

The link in these text messages is not legitimate, and if clicked on, may install malicious software on your device, designed to steal your banking details.

Users are advised to delete this message immediately and not to click on the link.

澳洲網路安全中心 (Australian Cyber Security Centre) 提醒民眾們要留意透過手機簡訊發出的詐騙訊息。

近來流傳一則聲稱是真實有關COVID-19病毒的訊息。

發信者貌似是從 “GOV”發出,而訊息中有提供網路連結告知收件者可以在甚麼時間河底點檢驗自己是否已感染COVID-19病毒。

訊息內提供的連結並非正當的,若點擊連結的話有可能導致手機被安裝到個人銀行資料的惡意軟體。
