AGILENT TECHNOLOGIES TWILITE GOLF LEAGUE RULES
Rules: The following rules and policies have been approved by the team captains and will remain in effect until further modified by a consensus agreement of the team captains.
Teams: The teams will be comprised of employees and former employees of Agilent Technologies at Santa Clara, Hewlett-Packard Co. and includes employees of Agilent spinoff company Keysight. Captains can also sponsor friends and family members.
Handicaps: Handicaps may be established as follows: 1) By submitting to league handicapper score cards or 2) by submitting a current NCGA handicap or 3) League Coordinator can set a handicap for new player based on information furnished by new player. League Coordinator has option to change handicap after first round of play for new player. Points will also be adjusted accordingly after first round if needed.

1-9 Double Bogey
10-18 Triple Bogey allowed
19+ Quadruple Bogey allowed
Handicaps are computed as follows based on par for the course adjusted accordingly:
Based on 95% of total handicap for both Men and Women.
Men play from White tees, Women play from Red tees.
Until a player has completed 3 rounds, the handicap will be:
Average (Submitted Handicap + Rounds Played) X 0.95
League Commissioner has the authority to make adjustments to handicaps after the first and second round of play for a new player
After 3 rounds, handicap is based on the scores of rounds played dropping the highest score:
Average(Rounds Played – Highest Score) X 0.95
Handicaps are rounded to nearest whole number
Handicaps are adjusted and distributed weekly. Season ending handicaps shall include Playoffs scores.
League Play: The regular season is 18 weeks. Each week six players from each team will compete for team points. The matches will be played based on handicaps. The lowest handicap player from one team will play the lowest handicap player from opposing team and so on.
There is no cap on strokes allowed between competing players, the higher handicap player will get their full handicap difference. Example, Player 'A' handicap=9, Players 'B' handicap=20, Player B stroke difference =11 stokes, which would allow 1 stroke per hole and an additional stroke on 2 more holes. Player 'B' would get 2 strokes on lowest handicap holes.
In the event two players on a team have the same handicap, their Captain shall decide order of play.
LEAGUE PLAY FORMAT:
Each week, 6 players from each team will compete for 18 individual match points resulting in a total of 108 points for each team match. 2 points are awarded to the individual who wins a hole based on net score. Ties will award 1 point to both players.
Example: Player A wins 3 holes to Player B 2 holes with 4 holes halved. Player A earns 10 points while Player B wins 8 points winning match.
Order of Play: ..Play Ready Golf...Once your group get's to a Tee Box, Order of Play is Ready Golf...Who's ever ready to go, GO!.....
Playoffs: League season will be played over a 18 week period. Season will be divided into two 9 week periods. The winners of each period will qualify for the playoffs at end of season. Winner of each period will also earn 3 Bonus Points that will be used for Playoffs. If one team wins both periods, the team with the second most points won during the 18 week period will earn spot in Playoffs. If two teams tie with the second most points at end of 18 week period, winner shall be the team with most points won during head to head matches. If still a tie after head to head matches, both teams earn spot into Playoffs. No bonus points. In this scenario, The team that won both periods will be going into Playoffs with 6 Bonus Points. The format will be the same as league play. If more than two teams qualify for the playoffs, Topgun format will be used. Playoffs will take place over two day period. Each team will send out 6 players each day. Team with the most points won over two day period will be the League Champion.
To be eligible for the playoffs, a player must have played minimum four rounds during the season.
Tie Breaker for first and second 9 week periods of Regular season:
In case of tie between teams during the regular season, winner shall be the team with most points won during head to head matches.
Tie Breaker: Playoffs
Use best net score on the 5th lowest handicap hole. If still tied, use 6th lowest handicap hole and so on until tie is broken. This would be Holes 6 for men, Hole 8 for women, if still tied, use Hole 4 for men, Hole 6 for women and if still tied, use Hole 8 for men, Hole 4 for women.
I will use the aggregate score's of all players from Tuesday's matches only.
To be eligible for the playoffs, a player must have played minimum four rounds during the season.
Handicaps will not be adjusted between the two days of playoffs. Handicaps will be adjusted after the playoffs for the Topgun Tournament.
Picking up ball/using maximum score: Once a player has picked up ball and does not complete hole, player has conceded the hole to opponent. Player cannot win hole regardless of opponent’s score. Enter maximum score allowed (see Adjusted Score/Equitable Stroke Control) Please mark an ‘x’ with any max score on your scorecard.
Forfeits/(No- Show)s: No free lunch here. If a players scheduled opponent does not show up to play, the player shall play against the same opponent that his/her playing partner is playing against. This opponent will be called the "Alternate Opponent" Points are earned same as normal play. Exception: The ‘Alternate Opponent’ can only win points from their scheduled opponent.
Now that we have 1 player from each team playing in the last tee time, If a players opponent does not show up, player shall play against the player in the group who most closely matches handicap.
Example, Team 1 (hdcp 9) vs. Team 2 (hdcp 14), Team 3 (hdcp 12) vs. Team 4 (hdcp 15). Team 1 has a ‘no show’. Team 2 (hdcp 14) will play against player from Team 4 (hdcp 15). Team 4 player ‘Alternate Opponent’ cannot win points from Team 2 player, only from their scheduled opponent from Team 3.
Late Player:A player arriving late may join their opponent on any hole that their opponent is playing on as long as their opponent has not finished the hole and the foursome behind them has not teed off. The late player will lose any hole that they did not complete, regardless of opponent’s score. Score's will be recorded as the maximum allowed by their handicap for handicapping purposes only.
League Rules:All USGA and Local rules will be followed with the following modification.
Winter Rule: When Winter Rules are officially in place, you can lift, clean, and place your golf ball “through the green” -- that is, everywhere except in hazards (sand traps, water hazards, etc.) or on the putting green.
Where you place the ball must meet each of the following criteria:
1. The ball must be placed within 3 inches (one club head length) of where the ball was (if it was on grass), or within 3 inches of the nearest grass (if the ball was lying on bare ground), no closer to the hole.
2. The ball may not be moved from the rough to the fairway or the fairway to the green.
3. The ball may not be placed nearer the hole than where the ball originally lay.
Plugged/Embedded Ball: if there is reasonable evidence that your ball became plugged in the fairway and cannot be found, drop another ball without penalty within one club length, not nearer the hole, of where you and your foursome determine that the ball plugged. If no one in your foursome saw where your ball landed and you cannot find it, it is deemed lost.
If a player's ball is embedded in any closely-mown area through the green, it may be lifted, cleaned and dropped, without penalty, as near as possible to the spot where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green.
Note 1: A ball is "embedded" when it is in its own pitch-mark and part of the ball is below the level of the ground. A ball does not necessarily have to touch the soil to be embedded (e.g., grass, loose impediments and the like may intervene between the ball and the soil).
Note 2: "Closely-mown area" means any area of the course, including paths through the rough, cut to fairway height or less.
THROUGH THE GREEN
"Through the green" is the whole area of the course except:
The teeing ground and putting green of the hole being played;
Moffet Hole #3: on your tee shot, if ball comes to rest on hillside adjacent to red staked lateral hazard down the left side of fairway, player may retrieve ball and put in play on right side of hazard. No penalty. The hill side has been deemed 'ground under repair'. According to Bob Biel in Pro Shop, if ball cannot be found after being hit towards Red Stake area and cannot be found, assume ball is in trench staked by Red stakes. Drop ball and take one stroke penalty, rather than lost ball penalty.
Ground Under Repair
if you find cones or barrier marking an area on any of the holes you may treat that area as ground under repair.
Ball comes to rest on rocks anywhere on course, player may move ball to nearest grass area, no closer to hole. Please notify your opponent of intention to move ball in this case.
Ball comes to rest on Fairway, no grass: Ok to bump ball on Fairway if ball comes to rest on area with no grass. Relief: move ball to nearest grass area, no nearer to the hole.
Out of Bounds / Lost Ball: Stroke and distance penalty from where the ball was last played (hit) or drop within two club lengths not nearer the hole at the point the ball went out of bounds and add a 2 stroke penalty.
Under the Rules of Golf, take no more than 5 minutes to look for lost ball. If Ball not found within 5 minutes, ball is deemed lost.
Provisional Ball: Please use this rule whenever player feels that the ball hit may be Lost or Out of Bounds.
27-2. Provisional Ball....New USGA Rule for 2014
Revised Decision 27-2a/1.5 allows a player to go forward up to approximately 50 yards without forfeiting his or her right to go back and play a provisional ball.
a. Procedure
If a ball may be lost outside a water hazard or may be out of bounds, to save time the player may play another ball provisionally in accordance with Rule 27-1. The player must inform his opponent in match play that he intends to play a provisional ball, and he must play it before he or his partner goes forward to search for the original ball.
If he fails to do so and plays another ball, that ball is not a provisional ball and becomes the ball in play under penalty of stroke and distance (Rule 27-1); the original ball is lost.
b. When Provisional Ball Becomes Ball in Play
The player may play a provisional ball until he reaches the place where the original ball is likely to be. If he makes a stroke with the provisional ball from the place where the original ball is likely to be or from a point nearer the hole than that place, the original ball is lost and the provisional ball becomes the ball in play under penalty of stroke and distance (Rule 27-1).
If the original ball is lost outside a water hazard or is out of bounds, the provisional ball becomes the ball in play, under penalty of stroke and distance (Rule 27-1).
c. When Provisional Ball to be Abandoned
If the original ball is neither lost nor out of bounds, the player must abandon the provisional ball and continue playing the original ball. If it is known or virtually certain that the original ball is in a water hazard, the player may proceed in accordance with Rule 26-1. In either situation, if the player makes any further strokes at the provisional ball, he is playing a wrong ball and the provisions of Rule 15-3 apply.
A message from Team 2 Captain Soojin Choi to his team. I thought it was good info for all in regards to 'Provisional Ball Rule 'You can only hit provisional ball at the original spot where you hit the ball which might be lost. You can walk about 50 yards, and still come back to the original spot and hit the provisional ball. (new USGA rule for 2014)You cannot go all the way to where your original ball might have landed, then come back to the original spot and hit your provisional. You cannot drop a ball near where your original ball might have landed and call the dropped ball your provisional ball. Once you drop a ball and hit it, that ball is NOW play. Add two strokes to your score if you play the dropped ball near where your original ball is lost.If you find the original ball AFTER you hit your dropped ball, tough luck, you have already deemed it lost.

Rain Policy: The Commish will inform the league by 1pm on day of play if play is to be cancelled due to rain. If play is cancelled, a make-up day will be determined.
Be sure to read all the Local Course Rules on the scorecard. These Rules are intended to help you.
Slow Play Penalty Rule: We need to finish our round of golf in 2 hours and 30 minutes or less. Each group must record the time they start and finish their round on the scorecard. If the time difference between groups is more than 15 minutes, one point will be subtracted from each team in that group. If a scorecard is turned in without the time recorded, one point will be subtracted from each team.
Stones in Bunkers: We are going to adopt the new rule adopted by the Agilent Golf Club (AGC).
Some courses have stones in their sand bunkers. Hitting these with your sand wedge can create flying projectiles. For everyone's safety (and to protect your valuable sand wedge), the AGC Board has adopted a recommendation that you remove (without penalty) stones from sand bunkers.
Did Not Finish (DNF) rule: Player who cannot finish round: Opponent will earn 2 points for each remaining hole in the round.
