エネルギー科学研究科創設以降に行った主要な研究についてまとめたものです。
人間活動・環境影響・持続可能社会
生物としての人間は地球システムの枠組みにあるが,人新世では,人間社会が生み出した人間システム(人間圏)が地球環境を脅かす影響(例えば、地球の3大危機)と,衡平性に係わる社会問題の解決が急務となっており,その対応(事後対応だけでなく事前の評価)が要求されている。自然(地球環境システムと呼ぶことにする)と人間システムとも多様な構成要素が空間的に分布し,要素間及びシステム間の相互作用やフィードバックが非線形的に働いている(システム性、多様性、地域性、非線形性なる特徴を有する)。こうした地球システムの特徴を踏まえて,持続可能社会の目標を,環境と社会の制約下(Earth system boundary, ESB)における環境のウェル・ビーイング(Planetary well-being, PB)に加えて経済・社会のウェル・ビーイング (Societal well-being)を満たす包括的ウェル・ビーイング (Inclusive well-being)の実現と考えると,環境・経済・社会の視点から人間活動の持続可能性評価の確立が必須である。ここで,Societal well-beingのうち,人間の心身の健康や社会との関係を中心に置いたHuman well-being(well-beingの日本語訳として良態とする)とは,人の幸福感とも係わる主観的良態(文化などの社会的背景による地域的差異が存在)などと,それを取り巻く外界の社会・自然的環境条件の良態からなると考えられる。
下図は,持続可能社会実現に向けた人間活動による地球システム(地球環境システム及び人間システム)への影響を分析・評価するための枠組みをまとめたものである。地球環境及び人間の2つのシステムの枠は,人間活動が自然と社会システムに及ぼす影響をライフサイクル思考をベースに,DPSIR (Smeets and Weterings, 1999) の枠組みと因果連鎖 (Cause-effect chain) を用いて同じ枠組みで図示しているが,人間システムでは社会の構成要素以外に別途他の生物と異なる行動を含む人間性の特殊性を挙げている。下図に列挙した評価の対象例に対して、時間、空間、対象の規模に応じて持続可能性評価の3つの柱である環境・経済・社会の視点(Triple Bottom Line, TBL)からライフサイクル持続可能性評価(Life Cycle Sustainable Assessment, LCSA)を行う流れになっている。LCSAはLCA(Life Cycle Assessment; 環境),LCSA(Life Cycle Economic Assessment; 経済),SLCA (Social Life Cycle Assessment; 社会)からなる。また,地球環境システムの保護領域がPlanetary well-being (PWB),人間システムの保護領域がSocietal well-being (SWB)であり,両システムとも従来の特性化係数によりインベントリからインパクトを算定するLCIA (Life Cycle Impact Assessment) の方法を用いているが,持続可能性の要件である地球環境の制約条件(例えばPlanetary boundary)を上限としてPWBに,人間の尊厳とも係わる下限としての社会的境界は,人類にとって共通な最低限のアクセス(利用可能、入手)可能なニーズを挙げている。ニーズは参加、帰属、自由などの概念(理論)とし (Max-Neef et al., 1991),これを充足させる手段(satisfiers)として互いに関係する物質的要素と非物質的要素があるが、宗教・文化的背景等で異なる。ここで,地球環境制約を有する物質的要素では絶対量の上限が生じ、同時に評価時点の技術水準や社会状態で算定されるライフサイクルニーズ(複数項目間の関係、製造・処理施設等から生じる負荷)で評価されなければならないため,ライフサイクル (LC) ニーズをSWBの下限として追加している。最低限のニーズを満たさない地域等に対して制約量を配分する場合にはLCニーズの最低~最高範囲を踏まえて,倫理・文化的視点を考慮した公正な共有と配分が望まれる。
評価対象の時間軸が将来に及ぶ,例えば新興技術の導入と拡散を評価する場合、環境・経済・社会の時間的変化によって,インベントリのバックグラウンドデータや特性化係数は時空間的に変化する。こうした場合の評価では,例えば将来の社会像や環境状態を統合評価モデル屋でモデルやでSystem Dynamicsで予測し、その結果をLCSAに反映・調整することが必要になる。最終的な保護領域は,PWBとSWBの和であるInclusive well-beingであり,持続可能範囲とその他代理指標群から構成される。最終的には安全・公正で共生可能な範囲に基づいたLCSAの結果が意思決定者に提示されると考えられるが,TBLの指標群の交差性及び不確実性と分配における価値基準の問題があり,設定すべき値の範囲設定の方法論,分析・評価モデルについては未確立な部分が多い。

大気環境と持続可能性の評価
人間活動の持続可能性評価は、環境・経済・社会の複雑な連環が生み出す影響をシステム思考(ライフサイクル思考,LCT)に基づき,well-beingの観点から捉えることが不可欠である。しかし,その範囲は極めて多岐にわたるため,大気環境への影響と持続可能性評価との係わりを考えた研究の枠組みを右図のように考えた。
大気環境影響評価と持続可能性(主にLCTに基づく隠れた影響の構造)評価の研究および,両者の係わりについて以下に述べる。
エアロゾルと大気環境問題
大気中にはエアロゾルと呼ばれる微小な固体や液体の粒子が存在し,PM (Particulate Matter)とも呼ばれ,人の健康影響からグローバルな物質循環や気候変動などの地球環境問題と密接に関わる。エアロゾルの環境影響評価にあたっては,時空間的に変動するその性状特性(粒径,化学組成,光学特性,濃度など)の定量化,前駆体も含む反応・変質過程の解明,計測法の開発,大気輸送・拡散・反応モデルによる動態の把握,環境制約とも係わる有害性(リスク)・放射評価等が必要となる。
ライフサイクル・システム思考に基づく人間活動の評価
持続可能な社会の構築に向けて人間の社会経済活動に伴う真の環境負荷・影響評価手法として,システムあるいはライフサイクル思考(LCT)に基づく消費基準での評価手法が重要性を増している。すなわち,生産に係わるグローバルなサプライチェーン全体,さらには生産を誘発する人々の消費や固定資本形成が環境や社会に影響を生み出している消費基準の考え方から,その分析手法の理論的枠組みや環境負荷・影響の誘発構造の解明が政策立案とも関係して不可欠である。また,環境影響評価については,自然科学からの知見・評価との連携が必須となる。
