Todia is divided into three Districts:
District of Northern Todia (catalan: Districte de Todia Septentronal) and comprends the cities of: City of Todia (Ciutat de Todia), Lhantse and Port Pacific (Port del Pacific). The capital city of the District is City of Todia and the largest one is Lhantse. This is an english-speaking District.
District of Central Todia (catalan: Districte de Todia Central) and comprends the cities of: Novotodivsk and Ruva. The capital and largest city of the District is Novotodivsk. This is a russian-speaking district.
District of Southern Todia (catalan: Districte de Todia Meridional) and comprends the cities of: Las Llacunes, Llibertat and Estrella dels Vents. The capital and largest city of the District is Llibertat. This is a catalan-speaking district.
