State Constitution

Section I: Fundamental rights of the ctizens of the Republic of Todia. 

Art. 1: The Republic of Todia is a state founded on freedom. Every single citizen has the right to exercise his or her freedom as he or she wishes. 

Art. 2: The territory of Todia is surrounded by the Republic of Italy and Todia respects its territorial.

Art. 3: The Republic of Todia is a presidential republic non-partisan democracy. The chief of the state is the President who serves under a ten-year-long term. 

Art. 4: Within the state there aren’t political parties because Todia is a non-partisan Democracy. 

Art. 5: The General Assembly gathers the Presidential Council and the members of the Parliament. The function of the General Assembly is approve the bills and new laws for the constitution. 

Art. 6; Every person is free to apply for the Todian citizenship. Every citizen must practice his rights and duties. 

Art. 7: The official language of the Republic of Todia is Catalan. 

Art. 8: The Republic of Todia is a neutral state and is open to all international relations with other micronations and organizations. 

Art. 9: The Republic of Todia was founded on 24 April 2022. 

Art. 10: The motto of the Republic of Todia is : Libertas ante omnis " and means " Freedom first of all ". 

Art. 11: The government of Todia punishes all crimes related to discrimination related to racism, sexism, discrimination related to sexual orientation, etc... A person who is sentenced to such a crime risks the loss of citizenship and its advantages, expulsion from the state, exile from 10 to 30 years from the state and status of persona non grata within the state. The constitutional body that deals with this type of crime is the Supreme Court of Todia. 

Section II: Prohibitions and export informations. 

Art. 12: In Todia, trafficking in drugs, tobacco and human beings is strictly prohibited. Individuals who will be arrested for such reasons will be subjected to a trial by the Supreme Court and their punishment will be regulated by the Criminal Code of Todia. 

Art. 13: The Republic of Todia does not produce any product. Everything is imported from EU and other countries. 

Section III: Governament, communications, tourism, economic and administrative informations. 

Art. 14: The state association that deals with throughputting national television, TBC is government-owned. The law protects all those who intend to create a television station in the territory of the Republic of Todia. The request for the creation of the television station must be approved by the Ministry of Communications and Television. 

Art. 15: Foreign Relations with other nations are regulated by the Ministry of Foreign Affairs and can be requested by other nations and by the Republic of Todia. 

Art. 16: The official currency of the Republic of Todia is the Todian Franc (Tfr) with a permanently inflated exchange rate with the Swiss franc (Sfr). Euro and US Dollars are accepted in payments. 

Art. 17: The Government of the Republic of Todia is unicameral and its elections take place every 5 years (with a mid-term election) The members of parliament are gathered in the General Assembly which is composed of 10 members not affiliated with any political party. 

Art.18: Tourism in Todia isn’t allowed. Citizens can’t visit the Republic of Todia without permission. Fellow head of state are allowed to visit the Republic of Todia. 

Art. 19: Todia is administrated under a Province (the Greater Todia Province) in which there are 3 Districts (District of Northern Todia, District of Central Todia, District of Southern Todia). The capital city of the Republic of Todia is City of Todia located in the District of Northern Todia. 

Section IV: The freedoms and the duties of a Todian citizen. 

Art. 20: Freedom of speech, religion and expression are protected and guaranteed by the law (in the constitutional limits). 

Art. 21: The right to work is guaranteed by the governament, which has the duty of employ an unemployed citizen. 

Art. 22: Every citizen has the right to education. Citizens are obliged to devote themselves to educational life until the age of 18. 

Art. 23: The employer has the obligation to protect the employee. If the worker is not protected, the employer bears full responsibility for the incident. Instead, the worker must necessarily adhere to the safety rules imposed by the state (or by the responsible body) and the employer. The state protects the worker in the event of an accident. 

Art. 24: The Republic of Todia supports and protects individuals who intend to open an activity within the Todian territory. The government undertakes to support this type of enterprise or activity (where possible) economically. The citizen has the duty to pay the taxes required by the government when the activity is stable so there is no need to support the citizen. The state requires citizens who run a business to pay a 15% tax, while workers and citizens are not required to pay a tax. 

Art. 25: The Todian citizen has to respect the envoironment and the nature of the Republic of Todia. Envoironmental laws in Todia are very strict and who do not respect them risk a fine. 

Section V: Foreign Relations with micronations and macronations. 

Art. 26: The Ministry of Foreign Affairs is responsible to the opening of foreign relations talks with other nations. The Republic of Todia do not establish diplomatic relations with unrecognized micronations and macronations. 

Art. 27: The Republic of Todia claims a very small part of the Italian territory. Every individual, assosiation and nation that invade the Republic of Todia with no reason is processed by the Supreme Court of Todia for crimes againist the state, the constitution and the people of Todia. Section VI: involvement in wars and conflicts. 

Art. 28: The Republic of Todia is a non-interventist state. Every involvement in a war on the behalf of the State is illegal and punishible by the Supreme Court of Todia or any other regional or municipal court. 

Art. 29: The Republic of Todia is a neutral country,

Art. 30: The Republic of Todia does not help financially any country in any war. Todia can only help with humanitarian helps for the country.
