First and foremost, this rank system is not mandatory.
As unranked racer you still can attend all basic races everywhere in Rockport, as and go exploring to any district you like.
But if you decided to gain the high status with your street racer, then you need to ;

Where every racer starts. Their journey will begin with rough and unforgiving races in Mezza district.

One good thing is that there are races that do not draw the attention of police. And though chances of getting caught are high, there is plenty of room to avoid unwanted encounters with the police, by attending "safe" races.
