Towny is a land protection and town/nation plugin that allows players to create, protect, and manage towns, own land, and form nations and alliances.
Other benefits to a town include:
Toggling PvP in your claimed areas.
Toggling mob spawning in claimed areas.
Toggling fire spread in claimed areas.
Toggling explosions in claimed areas.
Protecting your buildings from others.
Having a dedicated spawnpoint that is not your bed.
Not losing hunger when in your town boundaries.
Having a town bank to store money in. This can also be a shared account between trusted town members too.
Assignment of players their own land with their name on it.
When creating a town the player founding the town must meet these criteria:
Have a minimum of $3000 in their player account. (It is recommended to have around $3500 as you will need more money for upkeep and claiming.)
Founding player must not be a part of any town. If you are in a town please do /t leave.
Founding player must be in the wilderness (Wilderness zones are marked in your chat when entering.)
When you meet these criteria please do /t new <townnamehere>
Congratulations You have now made your town!
Don't forget to set your town's board message with /t set board <message> .
The first thing you need to do is deposit money into your town bank! Every 24 real-time hours, your town is charged an upkeep fee of $10. This is to prevent inactive towns from staying up forever. You will also need the money in your bank to claim land.
To deposit money into your town bank please use the command /t deposit <#> .
To withdraw money from your town bank please use the command /t withdraw <#> .
Town Toggles:
Town Toggles are modifiers that cover the WHOLE town and can be changed with /t toggle <togglename>
Explosion - Enable or disable explosions and their damage in town limits.
Fire - Enable or disable firespread in town limits.
Mobs - Enable or disable mob spawning in town limits. (If a monster walks into town they will disappear after a short time with this enabled.)
Nationzone - Enable or disable your town's Nation-Protected Wilderness.
Neutral/Peaceful - Enable or disable your towns Neutral status (For Towny Wars)
Open - Enable or disable inviteless joining to your town. (If a town is open a player can do /t join <townname> to join anytime.)
Public - Enable or disable the ability for other players to teleport to your towns spawn with /t spawn <townname>
PvP - Enable or disable PvP in your town.
Taxpercent - Enable or disable collecting taxes on your town members. (If a town member can not pay the tax, they are kicked from the town.)
Town Flags:
Town flags cover usage permissions on how players interact with your town with the command /t set perm <affiliation> <flag> <on/off>
affiliations:
Resident - Any player in your town.
Nation - Any player in your nation.
Ally - Any player in your town/nation or allied nation.
Outsider - Any player not part of the town or nation.
Reset - Resets the permissions to their default state.
on/off - Toggles specific permission on/off for all groups.
Flags:
Build - The ability to place blocks in a town.
Destroy - The ability to destroy blocks in a town.
Itemuse - Includes using items like buckets, enderpearls and chorus fruits.
Switch - Includes Opening doors, pulling lever, pushing buttons, triggering pressure plates, and opening containers.
Setting a spawn:
On creation of a town the /t spawn is set where you were standing upon creation. To move this spawn please run the following commands:
/t set homeblock - This sets the homeblock of the town think of it as the heart of the town. A town spawn must be in the homeblock.
/t set spawn - This sets the spawnpoint to where you are standing in the homeblock.
Town Chat:
When you are a part of a town you can use /tc to join a town only chat. You can use /g to return to normal chat.
Town Ranks:
Town ranks can be assigned to members with the command /t rank <add/remove> <playername> <rank name> .
Town ranks are as follows:
Assistant - Basically a co-mayor, exempt from town taxes.
Helper - Can invite people to town.
Sheriff - Can toggle town pvp and jail town members.
VIP - Vanity plate.
Outlaw - Applies to any player. Set an outlaw with /t outlaw add <playername> .
Trusted - Applies to any player that you want to have free reign of your town that isn't a part of your town. Grant trusted status with /t trust add <playername> .
Claiming land is how you can expand your town. By doing /t You can view your town stats including how many town blocks you can claim (Town Size).
By default you are able to claim 16 chunks. A chunk is a 16x16 area set to a grid in minecraft. This claim goes all the way to the sky and all the way down to the void.
Claiming:
Claiming land costs $25 per claim. To claim an additional chunk, simply stand in it (as long as it shares an edge with your town) and type /t claim
I cant claim anymore?
You have either ran out of money in your town bank OR you have hit your claim cap.
In the event you have hit your claim cap:
Invite players to your town for 16 more claims each. These players will be your town residents, make sure your town permissions are set correctly if you do not know these players. You can invite players to town with /t add <playername> .
You can also remove players from town with /t kick <playername> .
Buy town bonus claims using /town buy bonus <#> (A town bonus claim costs $25 and then an additional $25 to claim the actual piece of wilderness.)
Join a nation - A nation is a collection of towns unified under a leader. Joining a nation usually grants a plot bonus depending on the nations size. Be aware though. Joining a nation also makes you susceptible to taking part in a Towny War depending on the nations neutral status.
Be granted a bonus to your town through a vote reward at /warp market. (Only redeemable if you are a mayor.)
Plots and their flags:
Plots and their flags are used if you want different permissions and toggles than for the whole town. A plots toggles and permissions override that of the main town. The same flags and toggles are used but on a plot by plot basis. The way to change these are with:
/plot toggle <togglename>
/plot set perm <affiliation> <flag> <on/off>
Assigning a plot to a player:
Individual players can have land assigned to them by a town assistant or mayor. On these plots the player that owns them can do as they see fit regarding to the permissions they have. Town rules may still apply here.
For a mayor to sell a plot of land they must run the command /plot fs <#> which sets the plot for sale for a set price. leaving out an amount sets it for sale for free. For a player to claim the plot they must run the command /plot claim . Upon claiming it, the players name will be on this plot as they will own it. The town mayor / assistant or the plots owner can change the name of a plot using the command /plot set name <namehere> .
Plot Types:
Plots may have different types depending on the use they see fit for them. You can change the plot type with the default plot .
Plot types include:
Default - This is the default plot, usually for your residents. A plot which is not of default type can be reset to a default plot with /plot set reset .
Arena - PVP is on all the time in arena plots as well as friendly-fire damage. Town health regen is also disabled in arena plots.
Embassy - An embassy plot can be bought by any player, whether they are in a town or not. The town block remains owned by the host-town and a mayor from the host-town can take the plot from the owner at any time. When a player leaves a town they do not lose ownership of their plots if those plots are set to be Embassy plots.
Farm - A Farm plot players to only build/destroy specified crops.
Farm plots also allow town residents to kill animals in the plot.
Inn - An Inn plot allows anyone to use a bed to set their '/res spawn' and spawn on death.
Jail - Outlaws who are killed in your town can be thrown in a jail plot on respawn where to get out they must pay bail, escape jail into the wilderness or leave their town.
Shop - Shop plots are designated with /plot set shop.
Mayor can use /town set shopprice {$$} to set how much shop plots are sold at by default.
This can be overridden when a mayor puts the actual plot up for sale with /plot forsale {$$}.
A mayor can also charge an additional shop tax with /town set shoptax {$$}. This tax is charged in addition to the normal plot tax.
Wilds - A wilds plot allows residents to destroy the blocks found on the wild ignore ID list. This includes ores, trees, flowers, mushrooms and other harvest-able blocks by default. It does not include stone, dirt, grass and other terrain blocks. It is useful for creating tree farms, and protecting the terrain around a town, while still allowing residents to cut trees and explore caves.
Evictions:
As a mayor to evict someone from a plot please use the command /plot evict .
Outposts will cost your town bank $30,000. To claim an outpost use the command /t claim outpost .
When claiming an outpost the claim does not have to be attached to your town.
To go to an outpost use the command /t outpost <#>
There is currently no outpost limit.
Nations are a collection of towns united under a leader.
To join a nation you must receive an invite from a nation leader or a nation assistant/helper.
Joining a nation will provide allies, a plot bonus (dependent on the size) and sometimes even a nation spawn (set by the leader).
To create a nation you must meet the following criteria.
Be a mayor of a town not currently part of a nation. If your town is part of a nation please do /n leave.
Have at minimum of $100,000 in your town bank.
If you meet the two above criteria and wish to make a nation, please do /n new <nationname> .
Congratulations on your new nation:
Don't forget to set your nation's board message with /n set board <message> .
A nation comes with its own bank, similar to how a town bank operates but can be contributed to by any towns in the nation with the command
/n deposit <#> .
A nation leader can also withdraw money with /n withdraw <#> .
A nation also has a daily upkeep of $100 per every realtime 24 hours.
A nation leader may also impose a tax on towns in said nation by running the command /n set taxes <#> .
Adding towns:
Just like adding residents to your town, you can add towns to your nation with /n add <townname> .
You can also remove towns from a nation with /n kick <townname> .
Setting a nation spawn:
A nation spawn can be placed anywhere as long as it is within the borders of the nations capital city. Any member of the nation may use it. To set a nation spawn please use /n set spawn .
Nation Ranks:
Nation ranks can be assigned to members with the command /n rank <add/remove> <playername> <rank name> .
Nation ranks are as follows:
Assistant - Can invite towns to the nation and kick them too.
Helper - Can invite towns to the nation.

You can change affiliation status of other nations with the commands :

/n toggle neutral - Toggles your nation to Neutral for $100. Neutrality cost for a nation is an additional $25 per real time 24 hours.

/towny prices - Shows town claiming prices.
/towny time - Shows real time until town upkeep and taxes are collected.
/towny top <variable> - See the towns that are top in each stat.
/plot claim - Claims the plot you are standing in if it is an embassy.
/plot fs <#> - Sets a plot you own for sale.
/plot nfs - Marks a plot you own as NOT for sale.
/plot set name <name> - Changes the plot's display name.
/plot set perm <affiliation> <flag> <on/off> - Used for toggling plot permissions on a plot you own.
/plot toggle <toggleflag> - Toggles fire, explosions, pvp or mob spawning on a plot you own.
/t spawn <townname> - Teleports you to a town's spawn if applicable and the fee can be paid.
/t join <townname> - Joins a town if it has "Open Status".

/t <townname> - Gives you a profile on selected town.
/t list - Gives you a list of towns.
/n list - Gives you a list of nations.
/n <nationname> - Gives you a nation profile on selected nation.
/res <playername> - Returns a towny players profile.
Commands for residents, players who are part of a town:
/t - Tells you about the town you are a resident of.
/t spawn - Takes you to your town spawn.
/t outpost <#> - Takes you to the selected town outpost.
/n spawn - Takes you to your nation spawn if your town is part of a nation that has one set up.
/n deposit <#> - Deposits amount into the nation bank (if applicable).

/t leave - Leave the town you are a part of.
/plot claim - Claims the plot for the price displayed that you are standing in regardless of plot type.
/tc - Join your towns chat.

/plot trust add <playername> - Trusts a player to plots you own.
/t online - Tells which of your townmates are online.
/n online - Tells you which members of your nation are online (if applicable).

/t claim - Claims the town adjacent chunk you are standing in.
/town buy bonus <#> - Buy town bonus claims.
/t unclaim - Unclaims the chunk you are standing in. (No refund.)
/t set homeblock - Sets the town homeblock, where the town spawn is located in.
/t set board - Sets a message for your residents to see on login.
/t set spawn - Sets your town spawn.

/plot fs <#> - Sets the plot you are standing in for sale for the price you set. Not including the price makes it free. This also overrides residents plots.
/plot nfs - Sets the plot you are standing in not for sale. This also overrides residents plots.
/plot set <type> - Sets the plot to a specific type such as : Arena, Bank, default, Embassy, Farm, Inn, Jail, Shop or Wilds. What these are for are mentioned above.
/plot set perm <affiliation> <flag> <on/off> - Used for toggling plot permissions on a plot in town, regardless of the owner.
/t trust <add/remove> <playername> - Applies to any player that you want to have free reign of your town that isn't a part of your town.
/t jail <playername> - Throws the player selected (who must be part of your town) into a town jail.
/t set mayor <playername> - Sets a resident in your town as the new mayor.
/t set name <name> - Changes your towns name.
