The Center Functions is governed much like a Federal Constitutional Republic. There is a Constitution, and there are both League and Organization-Wide regulation and governance.
Most of the powers are reserved by the individual Leagues and Committees. Essentially the two are synonymous, the difference being that Leagues are competitive bodies, while Committees are collegial bodies. Leagues have a Commissioner and Committees have a Director, each of whom serves in essentially the same function. Other than that, there is no difference between the two.
The Legislative Power of each League or Committee is vested in the Competitors of that League. They have the power to propose and vote on legislation, which if approved by a majority of the Members of that League shall become binding upon that League. In the case of a tie, the Commissioner serves as the tiebreaking vote. Rules passed by a League, while binding on that League, are not enforceable elsewhere.
Each League elects their own Commissioner and each Committee elects their own Director. Commissioners and Directors hold their office until such time as they resign, are impeached or unable to discharge their duties, or a vote of no confidence is passed by a majority of the League or Committee Members. The Commissioner or Director is responsible for the administration of their League or Committee.
The Federal Legislative Power is vested in the Center Council. Its job is to pass legislation that applies to the entire Organization, or are between Leagues, while matters that are Intra-League in character are reserved to the individual Leagues.
The Center Council has oversight powers as well, possessing the power to Impeach Officers of the Executive Branch and Justices and Magistrates of the Judicial Branch, as well as to pass a vote of No Confidence in the Center President. or other Executive Branch Officers.
The Center Council is comprised of the various Commissioners and Directors of the Center. Each League or Committee is represented on the Center Council by their Commissioner or Director, except that when a person is the Commissioner of more than one League or Committee, he or she chooses only one to represent in the Center Council. All other Leagues for which they are Commissioner shall elect a Delegate to serve on the Center Council on their behalf.
The Center Council chooses its own Prime Counselor, who is responsible for conducting Council Meetings, and serve until such time as they resign, are unable to discharge their duties, or a vote of no confidence is passed by a majority of the Council.
The Head of the Executive Branch is the Center President. He or she serves as Head of State, and is thus the Representative of the Organization to external entities. The Center President has a large ceremonial role in the Center. They are in charge of signing Certificates and Awards granted on behalf of the Organization.
The Center President is also responsible for appointing, upon the recommendation and approval of the Center Council, Executive Branch Officers. The President also has the power to dismiss Executive Branch Officers. The Center President also has the power to Pardon Center Members for violating Organization rules, but those pardons can be overturned by the Center Council.
The Center President's job is essentially to delegate Executive Branch Power, to be consulted on Organizational matters, and basically to make sure everyone in the Organization is doing their job.
The Center President is elected by the entire Organization via ranked choice voting, and they hold their office until such time as they resign, are impeached or unable to discharge their duties, or a vote of no confidence is passed by a majority of the Center Council.
The Chief Law Enforcement Officer of the Center is the Center Attorney General, who is also the Vice-President of the Center. While the ceremonial head of the Center may be the President, the Governmental head is the Attorney General. The Attorney General is appointed by the President of the Center and Confirmed by the Center Council, and serves at the pleasure of the President, and can be removed by the Center Council as well.
In the even that there is a temporary vacancy in the office of President of the Center, the Attorney General become acting President of the Center until such time as the President is able to discharge the duties of his/her office again. If there is a permanent vacancy, or temporary vacancy that lasts longer than 3-months, the Attorney General shall ascend to the Presidency, but is required to hold a general election for the Presidency.
The Judicial Power of the Center is vested in the Center Court, and in such inferior Courts and Magistrates that the Center Court establishes to help it carry out its duties.
The Chief Justice of the Center Court is appointed by the President of the Center upon approval of the Center Council.
Alternate Justices of the Center Court are appointed by the Chief Justice of the Center Court with the approval of the Center Council. The number of Alternate Justices are determined by the Center Council.
Center Court Justices hold their office during good behavior, for life, or until they decide to retire, or are impeached.
The Center Court has the power to declare laws Unconstitutional, and it has the power to do so either in the context of a case or controversy, or by what's called, Recurso de Amparo, thus permitting the Court to determine the Constitutionality of passed Legislation.
In practice, most cases, if they reach the judicial stage are filed with the Center Court. Then the parties either agree on a neutral magistrate to arbitrate their claim, or if they cannot agree to one, one is appointed by the Chief Justice of The Center Court. If a party disagrees with the decision, the Center Court has Appellate jurisdiction, thereby allowing an aggrieved party to request that the Center Court review their case to make sure the law was applied correctly. The decision as to whether or not the case will be accepted for appellate review is up to the Center Court. Decisions made by the Center Court are final.
