A high-speed chase and officer-involved shooting near a Burger King and residential neighborhood ended with one suspect dead Tuesday, according to a newly released FBI report titled “Shooting Hit & Pursue.”
The incident began with a traffic stop initiated by CHP Sergeant II P. Norman due to reckless speeding. The suspect—driving an orange Mustang—initially fled the scene, prompting officers to reengage later in the day.
FBI officials say the pursuit escalated after a PIT maneuver failed to disable the vehicle. The suspect then struck an FBI vehicle and allegedly attempted to ram into additional officers. An officer discharged multiple rounds, fatally striking the suspect in the head.
“He endangered a lot of residents,” one official noted. “He was nearly running over adults and other people in the area.”
The confrontation occurred in close proximity to a Burger King and nearby suburban homes—just blocks from the location of another fatal police encounter reported earlier in the day.
No officers were injured in the incident. The FBI, led by Director William Gray, is continuing the investigation. Scene photos have been released and are below.
"We’ve seen this play out too many times. Another high-speed chase, another suspect gunned down in broad daylight, right next to where families live and kids play. It happened near a Burger King, near homes, and now we’re supposed to just accept that firing into a vehicle is ‘standard procedure’?
I'm not excusing reckless driving, but this cycle of shoot-to-kill policing needs to stop. There has to be a better way—more training, more accountability, more de-escalation. We’re not just talking about suspects—we’re talking about the safety of every person who lives in these neighborhoods.
At the end of the day, it feels like we’re one wrong turn away from becoming collateral damage. Theyre gonna end up crossfiring civilians soon enough!
Officer Norman needs to be FIRED!"
