Problem solving of this issue is designed for all development system by many cycles of participatory action research comprising of plan, act, observe, and reflect. Several activities are employed such as developing English proficiency, English pedagogy of teachers and supporting system for English learning etc. This project is a part of overwhelming development that is fostering English proficiency. Many studies indicated that the efficient way to develop English learning is practice English skills in real situation so Loei Primary Educational Service Area Office 2, Thailand tries to improve English learning by creating the first group of change agents to practice English skills with English speakers at Malaysia, a neighboring country in Association of South East Asian Nations: ASEAN that is the role model for excellence of learning English. The activities will be hold on April 1st -30th, 2019 covering 1) school principals training 2) teachers training for communicative English language skills and teaching techniques 3) English camp for students and 4) participating English learning development together with 3 Malaysian schools that consist of Wadi Sofia International School, Sekolah Menengah Kebangsaan Panji and Sekolah Menengah Kebangsaan Geting.
