Learning English is very important for global citizen because English is a universal language in the 21st century. However, Thai students have studied English for many years in schools but they cannot speak English anyway especially in rural area of Thailand. Loei is a small attractive province in northeast of Thailand bordered Laos, a neighboring country, by Mekong River. There are many foreign tourists come to Loei for sightseeing interesting places every years but people in Loei do not speak English so it is impossible to take care any one. In addition, learning English in schools and applying in real life situations are not connection. The students only study English in classes and stop it when they are outside the classes. This is the reason why learning English in Loei province is not succeeded. In addition, most schools in Loei are small size schools that lack of budget and materials for supporting students learning especially for English Learning. There are not any native speakers or English speakers for students practicing their skills. Moreover, school principals and teachers do not have self-confidence to speak English at schools. Most of teachers use Thai language while teaching English. As a result, speaking English is a serious problem for students, school principals and teachers in Loei, a countryside province.
