The establishment of the TESDA Provincial Training Center Rosario located inside the Cavite Economic Zone Rosario Cavite came from the idea of the late Congressman Renato P. Dragon District II Representative of Cavite. With the fast growing numbers of manufacturing companies inside the economic zone, the demand for more skilled workers was inevitable hence the Caviteños and the influx of migrant workers coming from nearby provinces without proper skills training resulted in the increase of unemployment.

It was his urgent desire to address the unemployment problem to alleviate poverty and improve the quality of living in Cavite by providing skills training for better employment opportunities. In line with this objective, he asked the assistance of the former Director General of TESDA Jose D. Lacson, and after various consultations a memorandum of agreement that was signed on Jan 12, 1995, attesting the partnership for the creation and transfer of the Provincial Training Center Rosario to NMYC currently known as TESDA.

Since then, the training center has been producing well-trained graduates with positive work values equipped with the right skills responsive to the requirements needed by the industries.
