About SCOY

What is Local Conferences of Youth (LCOY)?

Local Conferences of Youth (LCOY) are events by YOUNGO, the official children and youth constituency to the United Nations Framework Convention of Climate Change (UNFCCC). LCOY organisers bring the annual climate negotiations to their home countries and make sure that words are turned into action. At LCOYs, young people connect to each other, teach, learn, and organise themselves to make their voices heard to our state leaders. LCOYs form a network in which youth can connect across borders and explore ways to collaborate on a regional and global level.

Any LCOY shall focus on empowering youth action around climate change in the international context of the UNFCCC negotiations where the primary objective of LCOYs is to prepare national/regional youth for the upcoming annual UN Climate Change Conferences (COPs).

In Asia, we have seen youths in Hong Kong (31 Oct 2020), India (6 to 8 Nov 2020), Malaysia (28 Nov to 13 Dec 2020), organising LCOYs. We all have different programmes and formats, but we all work towards the same objective as shared above.

What is the Singapore LCOY or SCOY for short about?

SYCA applied to organise an LCOY and on Thursday 5 November 2020 received our Letter of Support from YOUNGO.

What: SYCA is now organising the inaugral Singapore Local Conference of Youth/ Singapore LCOY/ or S-COY for short. The focus topics are 1) International Climate Policies 2) Education 3) Economy.

Why these topics: YOUNGO encourages local youth groups to organise LCOYs in a way that is suitable for local context. We want to introduce young people to International Climate Policies and how that translates to local policies and actions, specifically for Education and Economy, and provide a platform for discussion on how young people can contribute to stronger climate commitments, especially in Singapore’s context.

When: It will be held over three weekends in January 2021 – Saturdays 16, 23, and 30 January. Participants are encouraged to attend all three sessions to experience a more holistic perspective on the three issues and how they inter-relate with each other.

Where: Online. Main event happening over Zoom.

Who can join?

  • To ensure a comfortable group size, SCOY organisers are capping participant numbers for each session at 80 pax.

  • Geographic Location: This is a Singapore LCOY. We want to target youths in Singapore.

  • Age: Our target audience is youth. According to our local context, youth is defined as those within the 15 and 35 age range. SYCA highly encourages youths between 15 to 25 to attend SCOY.

  • Background knowledge: We also want to highly encourage those who are not familiar with environmental issues or the UN process to attend SCOY. We hope that this can be an introductory learning platform for you AND we also hope to learn from you and your diverse views.

Format of SCOY

YOUNGO encourages local youth groups to explore formats that are suitable for local context. The format of S-COY is crafted in a way that it is short and compact so that participant’s attention and energy is sustained, and have various ‘data collection points’ so as to capture the views of our participants effectively.

In addition, SYCA also plans to submit this output document to relevant Singapore agencies. We hope that the insights from young people will be taken seriously and into consideration to existing and upcoming initiatives.

*This is part of LCOY requirements, as LCOY organisers will need to publish an output document that captures the views of youth participants on UNFCCC processes, national policy issues, or other topics related to climate change or sustainable development.

what happens after scoy?

In terms of tangible outcomes of SCOY, SYCA will be producing an Output Document and a Post-Event Report.

We also hope to continue engaging the pool of participants who attended SCOY in various ways. For those attending SCOY, after each session, participants will receive a Post-Event Survey Form that will also include questions to ask what topics they would like to learn in-depth about.
