This unit processes applications for scholarships and evaluates academic performance of scholars and grantees as to their compliance to requirements and standards set by the benefactors.
There are various categories of scholarships and assistantship programs offered by the University to students who are endowed with intellectual, leadership and special talents. Special programs are also offered to the "poor but deserving" students to enable them to pursue a degree program and become productive citizen
Students of the Don Mariano Marcos Memorial State University can avail of the Free Higher Education as per Republic Act 10931 or the Universal Access to Quality Tertiary Education Act of 2017. However, not all are entitled to such privilege like 2ndcoursers, or students who failed to finish the course within the prescribed number of years.

Aside from the FHE, we also offer our assistance to students who would like to avail other government and private scholarship grants.

2nd Semester SY 2020-2021 Stipend for TES Grantees is now Available
Calling all concerned TES grantees of the Mid La Union Campus to receive their stipend for 2nd Semester School Year 2020-2021. Please see the attached file to confirm the list if you are one of the recipients.
You are requested to proceed to the Student Lounge beside the Office of Student Affairs and Services on your scheduled date and time. Present your school ID and provide 2 photocopies of the said ID. Authorized representatives are required to present a duly signed authorization letter, a government-issued ID, and 2 photocopies of the ID presented and the student’s school ID.
Please observe the minimum health protocol by always wearing your face mask. Bring with you your ballpen and hand sanitizer.

UniFAST Regional Coordinator Orients MLUC TDP Scholars | November 2021
Ms. Alexis Moira Dolores, the UniFAST Regional Coordinator of the Commission on Higher Education - Regional Office 1 provided the MLUC Tulong Dunong Program scholars with some essential information about the said grant in relation to benefits, qualifications, re-application and termination of grant. This was done during the Campus Scholarship Orientation on Tulong Dunong Program on November 26, 2021 , 9Am via Zoom.
Around 235 students attended the virtual orientation which was hosted by the campus Scholarship and Financial Assistance Unit of the Office of Student Affairs and Services. During the said event, an open forum was conducted to give chance for the scholars to give their queries or questions about the status of their grant. Ms. Dolores enthusiastically answered all the queries and explained to them some matters involving the release of stiped and re-application.
As of this school year, there are 1, 380 TDP scholars recognized by CHED-Region 1.

For an orderly release, concerned grantees are requested to personally claim their stipend on November 3, 2021, at the SAS Office and during their scheduled time. Please bring with you 2 photocopies of your school ID (Back-to-Back).

Who are Eligible to Avail?
1. All Filipino students who are either currently enrolled at the time of the effectivity if the Act, or shall enroll at any time thereafter, in courses leading to a bachelor’s degree in any SUCs and LUC s shall be exempt from paying tuition and other school fees for units enrolled in.
2. Students will be eligible to receive these benefits, provided they qualify under the admission and retention requirements of the SUCs and LUCs.
Who are Ineligible to avail Free Higher Education?
1. Students who have already obtained a bachelor’s degree or comparable undergraduate degree from any public or private HEI;
2. Students who fail to comply with the admission and/or retention policies of the SUCs or LUCs, provided that the failure to comply with the SUC or LUC’s retention policies results in the student’s permanent disqualification from enrolling in any SUC or LUC;
3. Students who fail to complete their bachelor’s degree or comparable undergraduate degree within a year after the period prescribed in their program:
a. Provided, that in the case of shifters, any semester wherein the student has availed of the benefits of free higher education will be subtracted from expected duration of the current program in which the student is enrolled;
b. Provided further, that in the case of transferees, any semester wherein the student has availed of any form of government-funded StuFAP shall be subtracted from the expected duration of the current program in which the student is enrolled;
c. Provided further, that in the case of returning students and other students who went on a leave of absence (LOA), the determination and computation of their free higher education benefit shall be without prejudice to the most expedient way of completing their studies;
d. Provided finally, that the SUCs and LUCs shall decide on the cases that merit the extension of the availment of free higher education; and,
4. Students who voluntarily opt out of the free higher education provision.
Students who are not eligible to avail of the Free Higher Education provision shall be charged tuition and other school fees as determined by the Governing Boards of the SUCs and LUCs.
