Throughout the movie the issue of intellectual property of different technologies throughout different planets are largely absent. Especially with weapons especially with massive battles like the blasters at the end battle (1:54:30 use of mass-produced weapons and military technology). We see that blasters, military vehicles and armor are widely used by multiple groups without any clear ownership or restriction for making, owning, and distributing these technologies. This would suggest that the galaxy really doesn't have tight restrictions on dangerous weapons. The weapons, armor and vehicles are suggested to be freely distributed, and the lack of intellectual property enforcement will inevitably lead to massive conflict like the clone wars and constant threat of being assassinated (like or senator Padmé).
Although examples of this problem are scarce there is one notable technology whcih can be seen from the cloning technology used on planet Kamino which represents the highly advanced technology that is controlled and kept secret. This technology is shown around (1:02:30 Cloning technology used to create an army for the Republic). This cloning would be used as a trade secret for the Kaminoan people. At 1:06:00 (contracted creation of the clone army), we learn that the clone army was commissioned by an unknown entity within the Jedi. This raises a question on the ownership and authorization of this property, does anyone have the right to create, control, and distribute such a dangerous technology? We also find out at 1:10:45 (use of Jango Fett's genes), that the clones are from Jango Fett which also raises even more ethical questions about the ownership of biological information. Jango Fett probably gave permission for the use of his DNA and gained some kind of compensation for it. In the real world this example is similar to biotechnology companies that patent genetic engineering methods for pharmaceutical developments.
