To visit Ensenada from San Ysidro border, you can cross by car or by foot follow the pedestrian path towards the main commerce district. There are never waiting lines to cross into Mexico at San Ysidro by foot. The bus station is on your right hand side about 15 minutes ahead by foot.
To visit Ensenada from Tijuana, you can drive along the scenic road for approximately 70 miles.
You can drive by car, use different bus Line Companies or UBER.
If you have opportunity to travel by car don't miss the scenic drives of the Tijuana - Rosarito - Ensenada Toll road, where in a 1 hour drive you can enjoy fantastic views of the Pacific Ocean Along the Trans Peninsular scenic highway

Get around
By foot: You can easily tour Ensenada downtown and the tourist zone on foot since these areas are small and adjacent.
By car: You'll need a car, either personal or rental, to get around the Ensenada
By Taxi or UBER: Cabstands are located at major hotels and at downtown most crowded spots.
