Intent
The intent of this document is to outline the rights and responsibility of the citizens of the region, Regional government and the election process.
Aim of the Region
The purpose of The Mystical Alliance is to provide a safe, happy and secure environment for people to Role Play, debate legislation and express themselves in a positive way that not only benefits them but the region as a whole. It is thought by doing this we will help to build a greater understanding of different points of view.
Article 1 - Citizenship
Citizenship is defined as a nation that seeks to become part of the community and has completed their citizen Registration Form. All other nations are regarded as guest nations
Rights of a guest nation
Have the right to observe the region happenings to decide if its the right region for them
Citizen Rights
Citizens have the right to form political parties
Citizens have the right to propose legislation's
Citizens have the right to vote on legislation
Right to discuss on the RMB and Discord
Right to run for government positions
Article 2 - Activity REQUIREMENTS
Role Play
Citizens participating in the regional Role Play should make one post on the RMB once every fortnight and should of reasonable content.
If a Citizen fails to meet that requirement they could have their territory removed from the map.
Should this occur they are not guaranteed to have it awarded back.
Citizens can apply for special circumstance that renders Article 2.1 null and void.
Those applying should provide reasonable justification
Should supply a date when they expect to return to normal activity
During this time, they agree that other player nations can continue to interact in a reasonable manor
Government
Members of the Government are required to be active at least once a week. This is to ensure that they are able to fulfil the duties of their office
If a member of government fails to meet this target they could be asked to resign or face removal from office
Article 3 - Assembly
All Citizens have the right to form political parties or stand as independents under this Constitution.
The Assembly will be the legislative arm of the region
Powers of the Assembly
Simple Majority Voting Powers
To pass regional laws
To pass reforms to existing legislation, acts and resolutions.
To call for an early general election
Two Third Majority Voting Powers
To vote on and with a two third majority pass amendments to the Constitution
To ban Citizens from the region
To cast a no confidence vote on the government
To override a veto by the monarch
The Assembly can suggest embassy recommendations
Can request a progress report from the government regarding the work they have undertaken
Article 4 - Monarch/King/Emperor
The Monarch has the ability to appoint a government until such time as an election has been concluded
The Monarch can veto any regional laws, amendments, reforms and resolutions
This veto can only be used once per Law, Amendment, Reform or Resolution and should it go up for election again once amendments are made the monarch cannot veto it a second time.
The Monarch can ban and eject Citizens or Guests from the region
The Monarch can call for a general election at any point with sufficient cause
The Monarch reserves the right to issue "executive orders"
The Monarch will act as a judge in legal issues when required
Article 5 - Government
The Government should consist of three permanent positions, other persons can be created as needed but are not permanent unless an amendment is passed.
Prime Minister - Should ideally hold the WA position where possible

Powers and responsibilities of the Government
Responsibilities
The Government is responsible for the running of the region
Opening up embassies and promoting the region
Recruitment of new members
Monitoring and upholding regional rules, etiquette and a general behaviour.
Creation of temporary positions as required to fulfil the requirements of the government of the day.
Power
The Prime Minister will hold all regional powers
The Foreign Affairs Minister will hold Communications, Border Control and Embassy Powers
The Minister of Internal Affairs will hold Border Control and Polls
No member of the government can hold more than two positions in Government or subsequent panels or committees
Government must undertake weekly Prime Minister Questions in Discord the Assembly
During this time they must also provide a progress report of their work undertaken.
Article 6 - Cartography PANEL
There should be a Cartography Panel formed to discuss and approve all map claims made by Citizens of the Region.
The Panel should consist of three members who must be active on a weekly basis both on Discord and Nationstates.
The Cartography Panel are also responsible for ensuring that Article 2 is upheld.
The Cartography Panel fulls under the authority of The Government of the region. Though all panel members need to be approved by the Monarch.
In the event that the Government is unable to create a Panel then the Cartography Panel will consist of the Monarch and the Prime Minister, till such time as a panel can be put into place.
Article 7 - Election Process
General Elections will take place every 2 months.
During a general election any candidate or political party participating in the election must produce a manifesto which well outline their aims and what they plan to do in government
No individual can hold the Prime Minister position for more than two terms in a row
All elections will be conducted in the following order:-
Candidate Poll - will run for 4 days
General Election poll - Will run for 4 days.
In the event that the Prime Minister cannot gain the WA position then the WA position will be voted on ever 3 months during this time members will be encouraged to endorse that person.
That being said the WA position will have no authority within the region.
