Section 1 - Defintion

Section 2 - Setting
UNDERSTAND that role play is being set in the middle ages primarily and will focus on one section of the world map. This has been altered by SA Game Play Guidelines Amendment October 2020 that can be found in the amendments section.
RECOGNISING that the region voted for a magic system that will be used namely The Avatar System
RESULTING in the recognition of predefined rules of the magic system voted on.
Section 3 - Magic System

RECOGNISING that some things are not defined in the Avatar program, books or film such as percentage of bending population, masters of elements etc.
Defining the following:-
1. The total bending population can be between 10 and 15%
2. Understanding that only 3% of the above percentage may be considered experts.
3. Furthermore, 1% of that 3% are to be considered masters.
SUMMARY whilst its possible that the above figures may not be perfect it is there in the hopes of ensuring that people are not able to be overpowered in role play.
Section 4 - Map
ROLE PLAY will take place on two continents of the world map until the majority of the map has been claimed. At such time it may be expanded to include further continents or open to the entire world map
AIM is to ensure that people are able to interact with others and not pick somewhere on the world map to be based that is so far removed that there would be little to no interaction between players.
RECOGNISING that to some this will be disappointing as they may wish to have colonies, though in time that will be possible.
UNDERSTANDING that the founder is to up keep the map and future maps due to the use of software required.
NONE PLAYABLE CHARATERS (NPCs) will be nations, tribes, city States, towns or areas that consist of a group of people the players can interact with but cannot control. These NPCs will be placed throwout the map for interaction purposes but players will not be able to destory these NPCs. Though they can war with them but that war must be fair to the NPC in question.
Recognising that the Solar Alliance has 2016 and has only ever had one flag that has acted as the brand for the region since its exception.
Realising that change is important in order to keep things fresh but also to highlight the merger with The United Council of Nations which has recently updated their region flag to honour the merger.
Understanding that we do not want to over hall the symbol of the region to such an extent that it becomes unrecognisable to its members and then friendly regions.
Proposal As such Parakka has created the following design:-
In order to honour not only the Solar Alliance heritage but also to recognise the changes the region has gone throw over the last year.

Understanding that in recent days there has been a show of interests in changing the setting from its current form into a star war theme setting meaning: That we take over the rules and technology of starwars including the force we just do not use all the planets or history of the starwars universe both legends and cannon.
Taking into consideration That Starwars contains weapons of planetary destruction in what is Cannon and Legends (prior to Disney take over). As such these weapons will not be ported over into Regional Role Play but in future could be added via an amendment to this Act.
Recommending That the technology from the Starwars franchise in general well be used. In addition each nation well have main planetary systems which will be considered to hold the balk of that nations population, with no planet being able to support more than 1 trillion beings.
Operational clauses
By passing of this amendment the regions role play setting well change from medieval fantasy into a science fiction / fantasy setting based on Starwars theme
By passing of this legislation the region must maintain it for a period of three months minimum.
By passing of this legislation after the three months there is a mechanism that would allow the region to be given the choice if desired by way of a vote, to revert to medieval fantasy RP, Imperialism Fantasy, Modern Fantasy or continuing with the Sci Fi fantasy setting that this act will bring in.
Colonisation or expansion should be allowed to happen but it would be gradual and throw Role Play that is sufficient to warrant the expansion.
Space not controlled by a nation well be classed as Unclaimed Space similarly to International Waters in real life and are free for all to use and travel throw.
The Force is the magic system used in Star Wars predominantly, as such any player who uses it are bound by its restrictions and cannot alter it or add to it to suit there whims. Subsequently other magic systems can be used but if based on books, TV, Comics etc that system should be mentioned in a factbook and the player is bound by that magic systems rules.
Addition on 26/10/20 Planet System limits - Maximum of 28 habitable worlds in various development stages depending on distance from Home World / Capital. Which potentially 224 additional planets from those systems that would be used for resources etc.
Understanding that having an NPC on the map to facilitate the housing of the Solar Alliance (SA) would avoid any player nation having to host the Alliance thus reducing the risk of it seeming to be bias and favouring one nation over the other.
Recognising that the organisation would be responsible for voting on in role play legislation for role play purposes via the use of Discord Channel and online poll options.
Taking into consideration that these RP laws will not be legally binding in an Out of Charter Context like normal legislation would be.
Furthermore this NPC would also provide opportunities for interaction with player nations and could with agreement of the Government and in general use of the Government conduct its own story driven RP’s
Understanding that the aim of this is to create an organisation similar to that of real life United Nations. Though recognising that its powers are limited to that which the player base grants it
Operational Clauses
Example – The SA could vote to ban Hyperspace Travel, however player nations can accept that ban or refuse to as they wish accepting that there could be RP consequences either way to their decision.
Species used would be the Minbari due to their role In the White Star Fleet as part of Babylon 5 TV series. Though their technology would be on par / converted to Star Wars tech to ensure parity with player and future NPC nations.
Solar Alliance HQ would be located on Minbar which would have Hyperspace lanes connected to it and would consist of a three planetary systems. Thus making it a minor species and well suited to host the Head Quarters of the Solar Alliance.

AIM - To give people who were banned when in either the Solar Alliance or the Mystical council a fresh start.
UNDERSTANDING - That when the merger took place it was a new start for two old regions and as such past wrongs should be forgotten.
TOLERANCE - For people returning should not be abused and if they return they should have a two strike system before facing the Lunar Council who would decide on what should happen for breaching regional rules and conduct.
REALISING - That this is a fresh chance and those who this applies to should not abuse this opportunity.

AIM - The aim of this legislation is to ensure that there is some reasonable check and balance systems in place for the use of Magic.
Understanding - That the Monarch Parakka has always stated that it should be reasonable, should have costs associated with the use of magic in some form. However, accepting that the implantation of Magic was to provide new role play (RP) opportunists, enhance peoples fun and also to help make the region more unique and standout on a platform with hundreds if not thousands of regions.
Magic Definition - Is the application of rare abilities that some may inherit, be born with or gain throw the use of objects that sets the individual apart from other members of the population.
Acknowledging Magic Types - Understanding that Magic is a complicated topic to cover, it has many facets some are obvious and some are subtle. The aim of this legislation is not to list what magic can and cannot be utilised by players for internal RP or player to player RP. The aim here is to provide reassurance to all that things will be fair.
Though in the event that there are issues with what is used it should be brought to the attention of the Internal Affairs Minister to try and rectify the situation in the first instance.
Understanding Limitations - We define limitations that something that counters the use of magic, ensuring that its use or abundance is kept in check. The types limitations can be the following:-
Rarity of Magic
Effects on the user that depletes his ability to do magic
Experience of the magic user
Other magic that could deaden or make null and void the magic you intend to use. I.e. Water vs Fire
Items that the user needs to conduct magic
Simple financial costs
Distance
natural resistance
etc
The point about limitations is every type of magic system ever invented will have some type of limitation unless the magic is vague at which point that vagueness is the limitation.
Magic Vs Technology - Understanding that the battle between Magic vs Technology has existed for a long time. This legislation does not seek to solve that battle as it is down to perspective. In general it is the view of the region that Technology is superior to Magic. This is due to the fact technology provides the masses the ability to do what magic users can do in most cases with a wave of the hand or a word. For this reason alone it reduces the limitations of technology due to those limitations being divided amongst a large percentage of the population.
Though we equally acknowledge that magic has its place and adds a degree of creative freedom to the player when used appropriately. Along with adding new dynamics to what would normally be a modern technology RP setting.
War - Understanding that people will want to use magic in war and that its a natural part of this regions style. However, as with any war situation in RP it should be agreed upon before hand. This might include what magic if any can be used in RP and what its effects are. Furthermore, it could also help to provide people with different magic styles the opportunity to discuss and agree upon their limitations before the war starts.
To Summaries - Magic and its use is about providing a new dynamic for people but it should be used respectfully and in some cases with restraint. Magic and technology can be used in tandem with each other but on the understanding that Technology for the main is superior to magic.
