今年度の年次大会は同志社女子大学の京田辺キャンパスで開催されます。キャンパスは京都と奈良の中間にあります。京都はかつての日本の首都として有名ですが、日本の最初の首都は710年から784年の間奈良にありました。歴史的に重要な場所が多数ありますが、権力の座の人々にとって不可欠な存在でありながら、賤民とされた人々に関しては多くが語られていません。今年度のプレカンフェレンスは被差別部落民の水平社運動の誕生の地として知られている水平社博物館とその周辺地域を訪問します。水平社運動は、日本の近代で社会公正を求めた行動主義者による初期の運動の一つと言えるでしょう。11月23日（土曜日）、17:00までに下記のリンクでお申し込みください。参加費は無料です。問い合わせはLisa Rogers (lisafrog@gmail.com) or Michiko Tomioka (tomiokami@yahoo.co.jp)まで連絡ください。

This year the conference will be at the Kyotanabe Campus of Doshisha Women’s College of Liberal Arts. The campus is located between Kyoto and Nara. Kyoto is well-known as an historic capital of Japan. However, Nara was the first capital of Japan, from 710 to 784. There are many important historical sights, but few mention those who were vital to those in power and yet considered outcasts. This year’s pre-conference activity will include a visit to a museum and area known as the birthplace of the Burakumin Suiheisha movement, which perhaps is one of the earliest modern social justice activist movements in Japan. 水平社博物館

部落解放運動の原点となった全国水平社は、1922年3月3日に京都市で創立されました。日本で最初の人権宣言とされる水平社宣言では、人間の尊厳と平等が求め、「人の世に熱あれ、人間に光あれ」で結ばれています。この水平社の結成に大きく貢献した創立者の内３名は、奈良県御所市柏原で生まれ育った、西光万吉、阪本誠一郎、駒井喜作で、「柏原の三青年」と言われています。柏原は田園地帯にあります。1997年に、この全国水平社発祥の地である柏原に、あらゆる差別の撤廃と水平な社会の実現をめざして、水平社博物館が設立されました。博物館はFIHRM（国際人権博物館連盟）に加盟し、アジア太平洋地域「世界の記憶」(UNESCO)に登録されています。

2016年には部落差別解消法が施行されました。現代では、あからさまな部落差別は減少しましたが、インターネット上では偏見・差別をあおるサイトもあり、被差別部落の地名や個人情報が晒されるような人権侵害が後を絶ちません。今回のフィールドワークを通して全国水平社を立ち上げた若者達の情熱に触れ、部落コミュニティの人々への理解を深め、差別解消に向けての行動につなげて行きましょう。

Suiheisha Musem

The spiritual origin of the Buraku Liberation Movement resides in The Zenkoku Suiheisha, or National Levelers’ Association, which was established in Kyoto on March 3rd, 1922. Seeking human dignity and equality, the Founding Dclaration of Suiheisha, considered the first declaration of human rights in Japan, concludes with “Let there be warmth in human society, let there be light in all human beings”. Among the founders of the organization, Mankichi Saiko, Seiichiro Sakamoto, and Kisaku Komai were born and raised at Kashihara, Gose City, in Nara Prefecture.  Accordingly, they are called “Three Young Founders of Kashihara”.  In 1997, Suiheisha Museum was created in the rural Kashihara, the homeland of Suiheisha, aiming at eliminating all forms of discriminations and realizing the equal society. The Museum is a member of FIHRM (Federation of International Human Rights Museums) and registered as Memory of the World in Asia-Pacific (UNESCO).

The Act on the Promotion of the Elimination of Buraku Discrimination was enforced in 2016.  Although overt discrimination against Buraku community has been decreasing, some sites on the web fan bias and discrimination posting the locations of Buraku and personal information of the people with Buraku backgrounds. Such unacceptable behavior which violates one’s human rights has been constantly occurred. The field trip to the Museum would give us a great opportunity to be exposed to the passion of the Three Young Founders, deepen the understanding of people of Buraku community, and inspire us to start some action for eliminating discrimination.
