The Tactical Firearms Unit are not allowed to deploy Heavy Gear to guard the Mayor. They may escort the Mayor in light gear and may guard them for a necessary public appearance but may not actively use TFU gear to guard the Mayor.
Unnecessary use of Panic button may result in demotion, Or if not that, Police Officers may stop taking your panic button use seriously due to strings of misuse. Don't be the boy who cried wolf, Only use your panic button to denote that you or the mayors life is in imminent danger.
