January 2026:
The SEAMEO Secretariat, in partnership with Wellcome and the UK FCDO, has launched the DREAM 4 Health Call for Proposals 2026 under the $52 million USD SEA DREAM Programme. This initiative funds Southeast Asian-led, multi-country consortia to address regional health challenges. For more information, please click here.
SEA-EPP team delivered the EIPM workshop to 30 Master's and PhD students at Chulalongkorn University. The workshop was led by the EPPI Centre, Social Science Research Unit, UCL. A participatory workshop hosted by Chulalongkorn University, this forum was part of the research project “Promoting the Routine Use of Evidence in Policy Processes: A Pilot Study Using the WHO Institutionalisation Checklist”. The event provided a much-needed platform for dialogue and reflection on the current landscape of evidence-informed policy-making (EIPM) in the health and education sectors.
Discussions were guided by the WHO’s EIPM Institutionalization Checklist, covering six key dimensions: governance, standards and processes, leadership, resources, organizational culture, and intersectoral collaboration.

The latest Community of Practice (CoP) webinar on WHO Evidence-Informed Decision-Making (EIDM) Institutionalisation featured the Brazilian Coalition for Evidence, which presented its work adapting and applying the WHO EIDM Institutionalisation Checklist to Brazil’s health system. Supported by PAHO and the Ministry of Health, the project marks a major step toward strengthening the routine use of evidence in policymaking across the country. The Coalition’s efforts have produced a validated Portuguese version of the WHO Checklist and opened new pathways for collaboration and learning across Brazil’s regions.

The second Community of Practice (CoP) webinar on WHO Evidence-Informed Decision-Making (EIDM) Institutionalisation took place on Monday, October 13, 2025, featuring the Lanzhou team’s presentation of their mapping review on institutionalizing Evidence-Informed Policy Making (EIPM) in China using the WHO Checklist. Drawing on 146 documents from academic and policy sources, the team assessed progress across six institutionalization domains, highlighting notable advancements in Resources, Governance, and Partnerships. The review found that most evidence and policy efforts focused on SDG 3 (Good Health and Well-being) and SDG 16 (Peace, Justice, and Strong Institutions), with unique contributions to SDGs 4 and 9. The discussion emphasized China’s distinctive think tank system, documentation gaps beyond the health sector, and the growing political interest in evidence-informed policymaking, particularly in health insurance. The Lanzhou team will next conduct interviews to validate their findings and deepen insights into Health Technology Assessment (HTA) institutionalization, while the Brazilian team from Instituto Veredas will share their experience in the next CoP webinar on November 7, 2025.

The first webinar of the WHO Community of Practice (CoP) on the Institutionalisation of Evidence-Informed Decision-Making (EIDM) took place on 25 September 2025, bringing together participants from diverse organisations to explore practical applications of the WHO EIDM Checklist. The session featured a presentation from the Thailand research team, who shared findings from their national study assessing EIDM processes in the health and education sectors through a mixed-methods approach. The study revealed that EIDM is more established in the health sector than in education, with key challenges including leadership gaps and limited evidence synthesis capacity. Participants engaged in meaningful discussions about conceptual and operational challenges, the adaptability of the checklist across cultural and policy contexts, and its role as both a diagnostic and formative evaluation tool. The meeting concluded with plans for a follow-up session in October to continue knowledge exchange and support countries in advancing EIDM institutionalisation.
