Fees should be commiserate to the value the permit provides and should take into account the following inputs:

1x price: Lowest Category: Allocated space for bring your own nets
Location
2x price: Highest Category: Ocean front beach (OB / SMB)
1x price: Lower Category: Playable sand elsewhere (e.g. bayfront / next to grass)
Organization Type
2x price: Highest Category: For-profit Firms
1.5x price: Next Category: Not-for-profit NGO
1x price: Lowest Category: Public (e.g. Schools / Rec Leagues)
Day of the week
2x price: Highest Category: Weekend
1x price: Next Category: Peak Weekday (afternoon)
0.25x price: Lowest Category: Off-peak weekday (10am-2pm)
The following inputs should NOT be used to determine pricing:
Number of users
Recurrence of event / "League Pricing"
Portion of a day (it's not feasible to split a day between multiple permitted slots because the primary use period is the same: weekdays all want the same afternoon / evening hours, and weekend events all want morning hours)

A portion equal to 50% of proceeds from these fees should be allocated toward maintenance of these courts. This includes:
Sand maintenance to cover machinery and labor required to rake the courts with "beach combers" once per week
Post maintenance to remove / replace semi-permanent posts annually, and to paint / repair posts
Net maintenance (SMB only) to replace nets once about every three years
