There was a rise of female employment and interest in the public sphere developing in the 19th century. Religious groups allowed an outlet for women to get involved in their community, preach their values, well represent their morals, and allowed for religious institutions to keep an eye on these women while also promoting religious teachings and traditional values. Many of these groups such as the Catholic Women's League did hold an interest in war efforts and occasionally partnered with other organizations as reflected in their documented activities throughout the scrapbooks of the HSO.
The Catholic Women's League of Canada had 8 goals for their organization. They wanted to expand spiritual development, promote spiriitual teachings of the church and promote women's role in the church and the public sphere. This women's group ended up associating with the World Union of Catholic Women's organizations. The Catholic Women's Leauge also collaborated with other men's groups and catholic youth groups. They contributed much of their services to the disadvantaged members of society and valued the pursuit of teaching and nursing as reflected in the scrapbooks.
