ICCPR - PFI

Article 25 (Public Participation & Transparency) guarantees the right of people to participate in decisions affecting public services. Since PFI contracts often lack transparency and oversight, a case could be made that they violate public accountability. Article 14 (Right to a Fair Hearing) could be invoked if PFI contracts are shielded from public scrutiny, and legal challenges are made difficult.
