The Scotland redevelopment project was planned in two phases. Phase One, completed in 1969, was a set of 75 rental units at the front of the neighborhood which replaced the majority of the older houses on the land. Phase Two was a set of 25 owned units to be built at the back of the Scotland property, to follow another wave of demolition. In late 1970, there was a second groundbreaking/bulldozing ceremony held in Scotland to signal the start of this final phase of the development.
