Dear Premier / Dear Minister / Department of Transport,
Activity Centres Planning Proposal
I live in Armadale and I am writing to oppose the Victorian Government's plans to create a series of activity centres in Stonnington, particularly in Armadale (Toorak Station and Armadale Station).
We need more housing in Melbourne and I consider it is important that all local Councils help to provide it. However, I think that the one size fits all activity centres proposal the Victorian Government has put forward is unnecessary and will ruin the character and amenity of our suburb.
The City of Stonnington has worked for five years to develop a housing strategy and neighbourhood activity centres framework to provide additional housing in Stonnington. Its approach involves increasing housing diversity around existing activity centres while preserving the character and amenity of existing residential areas in Stonnington.
The Victorian Government’s proposal will not achieve its aim in Armadale. Building apartment blocks in this area on expensive sites will produce luxury housing for empty nesters that is unaffordable for the growing market of 1-2 person households including singles, younger couples and families. It will be to the detriment of working families who choose to live in housing close to schools and other important public amenities.
The proposal will result in destroying the heritage character of our suburb, which is full of whole streetscapes of Victorian, Edwardian and Federation era houses.
Heritage overlays will not protect this area: the opposing forces of 'deemed to comply', as of right four and six storey developments on the one side and heritage overlays on the other, will end up in VCAT. Then VCAT will prioritise the need for more housing over heritage considerations.
The Victorian Government is trying to solve a problem for which there is already a solution: the City of Stonnington's housing strategy will deliver the Government's housing targets and beyond - a total of 67,000 new dwellings - around existing activity centres throughout Stonnington.
We urge you to listen to the people of Stonnington and its Council and to change the Activity Centre plans as outlined in this letter.
