The SASP Field Training Program is divided into three structured phases. Each phase builds on the last, increasing expectations, responsibilities, and complexity. The goal is to ensure cadets are prepared to operate independently and uphold department standards before graduating as a fully certified Trooper.
Phase I: Observation & Introduction
Focus: Learning the basics of patrol, SOPs, and radio communication.
Cadet Role: Shadow the FTO, ask questions, and absorb as much as possible.
Key Skills Introduced:
Department structure and radio protocols
Traffic stops (non-enforcement role)
Basic driving and patrol coverage
Introduction to use-of-force policies
Basic report writing and citations
Goal: Develop foundational understanding of procedures, communication, and situational awareness.
Phase II: Assisted Performance
Focus: Performing duties under guidance and supervision.
Cadet Role: Begin taking lead on calls, stops, and paperwork with FTO assistance.
Key Skills Covered:
Conducting traffic stops
Responding to calls for service
Arrest procedures
Search and seizure
Evidence handling
Continued report writing practice
Goal: Build confidence and skill while correcting mistakes in real time under the FTO’s guidance.
Phase III: Evaluation & Readiness
Focus: Independent operation with minimal FTO input.
Cadet Role: Lead patrol, handle calls, and complete reports independently.
Key Elements:
Full callouts from start to finish
Final pursuit and felony stop evaluations
Report writing without templates
Demonstrating leadership and judgment
Goal: Prove operational readiness and decision-making skills.
Cadets are evaluated daily using the Daily Observation Report (DOR) system. This includes:
Communication skills
Officer safety and awareness
Procedure knowledge
Report writing and radio traffic
Decision-making and composure under stress
Each DOR should be honest, detailed, and constructive. Feedback is vital to cadet growth.
Cadets are eligible for promotion to full Trooper status upon:
Completion of all three phases
Demonstrating consistent competence and professionalism
Receiving positive recommendations from FTO(s) and supervisor(s)
An end-of-training evaluation (EOTE) will determine their final readiness. Graduation is not automatic — it is earned.
