Qualitative Comparative Analysis on Indicators of SIRAK Kabataan and Philippine Youth Development Plan 2017-2022: An Empirical Basis for Retooling and Improvement of the Results-based Monitoring and Evaluation Process of Youth Development Programs in Samar

ABSTRACT
The Philippine Constitution emphasizes the vital role of the youth in nation-building and it also encourages their active participation in governmental and civic affairs. To better execute this endeavor, youth development officers, Sangguniang Kabataan officials and all youths are bound to follow the Philippine Youth Development Plan (PYDP). If along the way, social innovations are introduced, the concept must be unified and harmonized with the PYDP. In this study, the researchers comparatively analyzed the indicators of a local government banner program for youth development called SIRAK Kabataan, and Philippine Youth Development Plan 2017-2022. Using truth table, Mill’s method of qualitative comparative study and naturalistic analysis, the investigators identified the comprehensiveness of the PYDP as to indicators and its time-bound objective setting. As a result, this study does not correct locally conceptualized framework but suggests that above all, the plans and frameworks from the national authorities must be considered in contextualizing programs, projects and activities.
