Section 11 of the aforesaid Ordinance provides that, “The Provincial Government of Samar, representing the State, shall ensure, to the maximum extent possible, the development of the youth by providing facilities, programs and projects for the purpose and at the same time facilitate and mobilize the civil society and the community to reinforce and strengthen the initiatives for the general welfare of the youth sector.”
