This guideline prescribes the liquidation requirements and procedures for funds transferred by the Department of Social Welfare and Development (DSWD) to Local Government Units (LGUs) for the implementation of the Regional Social Pension Unit (RSPU). It aims to ensure proper fund utilization, transparency, and compliance with government accounting and auditing rules. Liquidation is categorized into Initial and Final, depending on the stage of fund use.
INITIAL LIQUIDATION REQUIREMENTS
Initial liquidation covers the partial use of funds during program implementation and only accounts for a specific quarter or payout period (1st-3rd quarter). It reports the amounts already disbursed to beneficiaries within that quarter and any remaining balance. This submission helps monitor fund usage for the period and may serve as a basis for the release of additional fund tranches.

2 Original/Certified True Copy of JEV (total amount deposited to their Trust Fund)
(THRU CHECK):
Certified True Copy of Official Receipt (total amount of checks issued by DSWD)
FINAL LIQUIDATION REQUIREMENTS
Final Liquidation represents the complete financial reconciliation of Social Pension Program funds for the entire program period. It confirms that all funds have been fully expended or returned to DSWD if unutilized. Final liquidation establishes full accountability, ensures zero unliquidated balance, and formally closes the fund transfer account.
