Analysis of the effectiveness of SMARThealth COVID-19 in mitigating COVID- 19 in rural Indonesia

At the end of the funding period, the key output will be a comprehensive report for policymakers in Indonesia, describing the program implementation, fidelity and evaluation. This report will utilise the RE-AIM (Reach, Effectiveness, Adoption, Implementation, and Maintenance) framework.

Reach (estimates of the absolute number, proportion and representativeness of individuals who participated in the program): This will be projected by comparing the numbers and characteristics of those individuals captured in the Indonesia COVID-19 Symptom Tracker database (as a result of any healthcare provider interaction) with the data captured in the baseline household survey.

Effectiveness (the impact of the program on important outcomes, including potential unintended effects, acceptability and economic outcomes): number of people diagnosed having COVID-19, health care use related to COVID-19 and mortality will be the key intended outcomes of interest. Unintended effects and acceptability will be examined using qualitative methods.

Adoption (institutional “health system readiness” to adopt the program with an understanding of key facilitators and barriers): This will be determined by both the initial rapid health system assessment, as well as the detailed process evaluation that will occur post-implementation.

Implementation (fidelity of the application of the program, including consistency of delivery, time and cost): As described above, the unique monitoring properties of Indonesia COVID-19 Symptom Tracker will provide precise information on fidelity at all critical points in the care process. This will also be explored qualitatively through the process evaluation.

Maintenance (the extent to which the program can become institutionalized or part of routine organizational practices and policies). This will be also determined by both the initial rapid health system assessment, as well as the detailed process evaluation that will occur postimplementation to identify likely facilitators and barriers to implementation and maintenance.
