Certain prims* with materials ( PBR, alpha mask, normal map, etc. ) can skyrocket land impact
most prims & linksets are best set to the | Convex Hull | physics shape, under the Features Tab of the Build Menu.
Additionally attempting to set a linkset to | None | will set all prims except the root to not have physics at all, which can lower LI even further.
*curved shapes are prone to have this happen ( Sphere, Torus, etc. or really any shape that has been tortured )Prims with the bare minimum texturing applied will have their Land Impact = prim count.
However changing the materials ( PBR, alpha mask, normal map, etc. ) will for whatever reason force those prims to use LI calculations similar to mesh,
and due to the incredibly complex Physics Shapes for some prims, you can run into crazy high land impact.
in Build Menu, click the More Info button > Weights of Selected >

the greatest value here will determine the LI. Physics weight varies based on object parameters & scale.
Using Convex Hull comes with some caveats for collision. Visually inspect your prims with the toggleable Physics Shape view* for prims that you wish to pass-through or reset to their original physics shape.*
Edit Linked will allow you to change individual prims Physics Shapes.
