Although Japan is a member of the "International Convention on the Elimination of All Forms of Racial Discrimination" by the United Nations, there is no comprehensive law on the prohibition of racial discrimination to this day. In recent years, an increasing number of local governments have enacted ordinances regulating hate speech, and some ordinances include penalty provisions. However, at the national level, sufficient measures are not being taken against hate speech. Protection against the victims of racial discrimination is necessary for the safety of the victims and it will give a stronger power to fight back against discrimination.
