The City Ordinance No. 15-23 Series of 2014 is the creation of Parañaque Tripartite Industrial Peace Council, with proponent Coun. Rufino M. Allanigue, et al. under the Office of the Mayor, which currently serves in helping the labor and management sectors in decision-making and policy making and settling disputes affecting their respective sectors.

It is the policy of the City of Parañaque to harmonize and maintain the mutual interests and welfare of employers and employees within the territorial jurisdiction of the City of Parañaque. In addition, it is to promote the active participation of the labor and management sectors in the decision-making and policy-making affecting working relations, conditions, and management.

Under Section 3, Article XIII of the 1987 Philippine Constitution provides that, "The State shall promote the shared responsibility between workers and employers and the preferential use of voluntary modes in settling disputes, including conciliation, and shall enforce their mutual compliance therewith to foster industrial peace".

Whereas, the Labor Code of the Philippines encourages the settlement of labor disputes between and among the employers and employees through the use of different mechanisms that are in accordance with applicable laws.

Tripartism is one of the effective mechanisms that can be utilized by the government to minimize the clogging of labor cases in resolving employer-employee disputes and other labor-management conflicts.

Executive Order Number 403 Series of 1990 mandates the establishment of Tripartite Industrial Peace Council and was re-organized by Executive Order Number 25 Series of 1993 and further amended by Executive Order 383 Series of 1996 and was enhanced by Executive Order 97 Series of 1999 which expanded the Functions of Tripartite Industrial Peace Councils.

Promote labor-management cooperation and productivity improvement schemes as the cornerstone of an industry-wide harmonious relationship;
Identify and prioritize problems, concerns, and issue confronting the industry in the light of socio economic factors besting them with emphasis on those which are disruptive of lasting and meaningful labor-management relationship;
Formulate, recommend or adopt viable alternative solutions to identified and poetized problems, issues and concerns;
Achieve greater degree of cooperation and coordination among the tripartite sector for the advancement of industrial peace and productivity;
Formulate voluntary modes of dispute settlement in the industry;
Advance significant level of respect and understanding of the tripartite sectors their counterpart views and milieu;
Institutionalize a documentation center and clearinghouse for concerns, problems, and issues of mutual interest to government workers and employers in the industry.

Continuous Monitoring Business Establishments whether they are complying the basic Labor Standard Law
Accepts Request for Assistance (RFA) both employees and employer
Conducts Information & Dissemination in each Barangay pertains to Labor issues and concerns
We also accommodate the request of assistance of the Kasambahay
We plant trees as part of our Celebration on Women's Month
Participates Seminar on Occupational Safety and Health
We joined with the Department of Labor and Employment (DOLE) MunTaParLas Field Office on their yearly Tripartite Industrial Peace Council Celebration
We conduct In-house Training
When there is a request for ocular inspection (employer who did not comply with Labor Law Standards) our office coordinates with MunTaParLas Field Office to inspect the site
Regular submission of Accomplishment Report including activities, seminars, trainings and Mediation to the City Mayor, Sangguniang Panglunsod and DOLE-MunTaParLas Field Office
