The City Ordinance No. 97-03 Series of 1996 is the creation of Parañaque Workers Affairs Office (PWAO) with its proponent, Coun. Alberto G. Buenavista, under the Office of the Mayor which currently serves as the local labor relations agency of the Municipal Government of Parañaque. By 2013, Ms. Elizabeth B. Villanueva appointed Officer-in-Charge, and she continuously implemented the City Ordinance.

The Single-Entry Approach (SENA) has been the ideal method of our office to maintain or reduce any misunderstandings of each party or sector. Investors can also ask for assistance from us regarding their workers. It is our office's desire to help them both in the matter of labor disputes through conciliation-mediation.

Furthermore, we provided forums, trainings, seminars, and programs for the employees and employers to increase their knowledge on labor standards, DOLE Department Orders, and other related issues to upgrade workers skills and potential in various fields to increase productivity, while recommending the necessary measures to respective employers for such an increase.

Produce quality, multi-skilled workers that will suit the demands of various industries and be able to cope with global challenges.
Equip the industrial sector with appropriate skills and know-how on how to settle internal industrial relations challenges.
Create and search for livelihood opportunities for retrenched and displaced workers from Parañaque.
Inform and engage the industrial sector about the present programs of the City Government.
Monitor the conditions of the industrial sector in Parañaque.
International and local mainstream network marketing of trained, multi-skilled Parañaque workers

Performs such other functions as may be directed by the City Mayor or the Sangguniang Bayan through duly enacted legislation.
Hold fund raising activities, the proceeds of which shall be tax exempt and shall accrue to the City Trust Fund. Provided, however, that in the appropriation thereof, the specific purpose for which such activity has been held shall be first satisfied.
Create such bodies or committees as it may deem necessary to effectively carry out its programs and activities.
Serves as a researcher, data bank, and think-tank for the city in all labor related issues and program development.
Formulate and implement a system of accreditation and registration of labor unions as a means of identifying the beneficiaries of relevant government programs.
Represent the city government in meetings, conferences, and other affairs relevant to its functions.
Formulate and recommend programs to develop the city's labor sector so that the latter may count among the nation's finest manpower pools.
Coordinate all possible access for the development (local and abroad) of multi-skilled workers.
Convene a mediation desk composed of representatives from management, labor, and the office of the local chief executive to mediate and conciliate industrial disputes for settlement. (Effectively monitor compliance with agreements entered into by employers and workers after mediation/conciliation initiated by mediation desks)
Provide training, seminars, and programs to upgrade workers skills and potential in various fields to increase productivity, while recommending the necessary measures to respective employers for such an increase. (Formulate and recommend measures to enhance labor welfare and productivity for business establishments)
Coordinate with the Parañaque Livelihood Resources Management Office for the provision of other sources of income to help augment workers income.
Monitor the industrial situation in the city and submit regular reports to the mayor, administrator, and Sangguniang Bayan for appropriate action.
Report to the DOLE non-compliance with labor standards and worker grievances.
Coordinate with the Department of Labor and Employment (DOLE) and its subsidiary agencies on policy-making matters.
Formulate settlement procedures to be used as working guidelines in the early settlement of labor disputes.

The creation of Parañaque Tripartite Industrial Peace Council (PTIPC), also known as the PTIPC Ordinance, was implemented in 2015. The elections have been made, and the oathtaking happened at the Mayor's Office.
