As a state university with the largest number of enrollees belonging to the marginalized sector of society, the research program of the Polytechnic University of the Philippines (PUP) is directed at social capital and innovation towards inclusive growth for national development. Research in the university, being the primary source of new knowledge and a laboratory of highly competent and skilled human capital, is an incubator of innovations and technologies with the end goal of economic growth of the country and the community.
The focus of the research program of the University is multi-, inter-and trans-disciplinary and collaborative in nature, with emphasis on sustainable development, answering especially questions “what kind of research is done?", "what are the objectives?", and "what impact will the research have?" The University's research program is complementary to research and development (R&D), technology transfer, innovation and commercialization activities.
The University envisions itself as a premier center of research in social capital and innovation towards inclusive growth for national development.
Research and development in PUP shall contribute to the transformation of the University as an epistemic community and a research-intensive polytechnic university, and in advancing knowledge across multidisciplinary areas to address the immediate and long-range needs of society. The R & D in the University shall endeavor to produce research and innovation that promote educational, technological, economic, political, ecological, social, and cultural understanding toward the alleviation of the plight of the poor, the development of the citizenry, and the enhancement of nation-building and global competitiveness.
In particular, the research sector shall play a significant role in the realization of the University's 'envisioned society' of (1) sustainable human development; (2) democratic and good governance; (3) respect for cultural diversity and strengthened national identity: (4) technology human touch; and (5) ecological harmony.
To fulfill this mission, the Office of the Vice President for Research, Extension, and Planning Development (OVPREPD) shall endeavor to achieve the following objectives:
1. To contribute to the country's national development through a focused-university research program;
2. To promote synergy and a sound research capability program through the collaboration of the research and academic sectors of the University;
3. To pursue excellence in production and publication of research and creative works among faculty and students;
4. To develop strong research linkages and partnerships with other national and international institutions and organizations;
5. To pursue excellence in innovation, technology transfer and commercialization research outputs with the end goal of economic, environmental and social growth.
The University adopts a clear, practical, and realizable University Research meant to (1) be aligned with the strategic plan of the University; (2) unify the direction and framework of the research activities of the University; (3) align the research efforts of the University with the thrust and priorities of national government agencies e.g. Department of Science and Technology (DOST), National Economic and Development Authority (NEDA), Commission on Higher (CHED), among others; and (4) generate researches, scientific innovations, speculative and the paradigms which are expected to propel economic, scientific, social, cultural and technological development.
The University Research Agenda is categorized into five general themes, to wit: (1) poverty reduction, peace, and security; (2) accelerating infrastructure development through science and technology; (3) competitive industry and entrepreneurship; (4) social and cultural development and (5) conservation, protection and rehabilitation of the environment towards sustainable development.
Program Research Agenda
In line with the university’s epistemic vision, the Research Program for the Department of Humanities and Philosophy provides a venue for scholars to participate in the accumulation and spreading of knowledge and information through publication and popularization through books, journals, seminars, training, workshops, and other forms of engagement. Participants in the program are encouraged to write, to publish, to speak, that is, to make their research known to the community, increasing their mastery and in-depth understanding of philosophical issues and trends. They are tasked to relate their research to contemporary history and to build a culture of much-needed reflective thinking and collaboration for the university.
The department also patterned its research agenda from the university categorized as follows: (1) poverty reduction, peace, and security; (2) accelerating infrastructure development through science and technology; (3) competitive industry and entrepreneurship; (4) social and cultural development and (5) conservation, protection and rehabilitation of the environment towards sustainable development.
A monitoring system was done for the years 2014-2020 as a way of enriching the culture of research in the department. What is evident in the presentation is an increase in research presentations of the faculty members in the department over the years.
This is just a small portion of a longer list of well-rounded and most diverse researches on topics that are most relevant for the day, ranging from nation, aesthetics, culture, AI technology and surveillance, the continuous problem of alienation-commodification, eastern concepts and literature, world politics, and most recently, how to philosophize in the time of pandemic. The department continues to inspire curiosity, resilience, awareness, at times a much needed militancy, even critical questioning and sound interrogation in its educational endeavors.
The graph indicates the data for Local, Regional and National and International Researches in year 2014 – 2020. Evident in the graph is an approximate of 61% paper presentations in National Level, 30% preference in International paper presentation and a minimal 8% in local conferences and 1% in regional conferences.
This shows that there is an active involvement among the faculty members of the Department of Humanities and Philosophy in PUP-Manila in National and International conferences. It is a positive indication of a well-developed culture of research in the department as supported by the University Research Thrust in general.
A downward slope in the year 2020 is indicative of the challenges brought by the pandemic to research activities of the department. However, it still gives a good picture of the coping capacity of the faculty members for the number of researches presented online in the ‘new normal’ setting is still remarkable.

The graph shows a gradual decrease of publication in National journals, having 2015 as its peak. This gradual decrease is one of the challenges faced by the department, and its optimistic remedy is encouraging its faculty members in terms of their active involvement in paper presentations. Publication conversion of their researches is an on-going development being monitored closely by the Department of Philosophy at present.
The program takes pride in announcing its participation in local, national and international engagements for the last seven years: latest survey says 61% national level, 30% international level, 8% local level, and a small percentage on regional. The upward movement of the graph from last year is only momentarily restrained by the pandemic of 2020.
But even better, our researchers have not disappointed the program from making contributions to international publications. We humbly assert that the last two years have been nothing short of the most contemporary and relevant paper researches:
Based on the graph, there is an increase and decrease of published indexed journals between 2014 and 2018, having 2019 and 2020 as its highest peak. There is also an ascending trend line in these 5 years demonstrating a gradual increase of journal indexed papers. This graph is a positive indication of an improvement in the Department of Philosophy in terms of research conversion in publishing international indexed papers.
1.4. Papers Presented in National Seminars and Conferences
Presented in this graph is the trend of paper presentations of faculty members in the Department of Philosophy at the National level. It shows a gradual increase in trend from 2014 to 2018. However, there is a dramatic increase in research presentations in 2019 and it is slowly projected downward in the year 2020 as explained by the limit brought by pandemic this year.
This graph is representing a hopeful projection for the years to come due to the fact that despite the limit of representations this year, faculty members in the department still managed to participate actively in online research presentations and online speakership as well as clearly shown in the table presented above.
1.5 International Researches, Year 2014 – 2020
Based on the graph, there is an increase in International Research Presentations by the years 2017 and 2018 meanwhile there is a decrease in research in 2016, 2019, and 2020. It indicates another challenge in the department to enhance its faculty members’ capacity to develop researches that can eventually be presented in International Conferences/Symposia.
Promising steps are being developed by the Department of Humanities and Philosophy for the past years and on top of its goal is to strengthen national and international linkages in relation to research development which will be shown in the succeeding part of the narrative.
The University is committed to providing an environment that supports the research and teaching activities of its faculty, student and staff. In consonance with this goal, the Department of Humanities and Philosophy established proper linkages with recognized institutions and organizations that will help in the realization of enriching the research potential of its faculty members, students and staff.
The Philosophical Association of the Philippines, Inc. (PAP) is an internationally recognized professional organization of philosophy professors and other individuals interested in philosophy in the country. It was established in 1973. It aims to promote philosophical knowledge through research and share this knowledge through conferences, symposia, and publication. It further aims to express its views regarding societal issues and other matters that may affect the interests of its members in particular and philosophy in the Philippines in general.
PNPRS is a society of philosophy enthusiasts (professors and students) whose advocacy is to make philosophy an essential instrument and academic discipline in nation-building and world understanding. It recognizes loyalty to philosophy and to the nation. It promotes philosophical research and publication. It publishes the Philosophia, an International Journal of Philosophy.
This organization becomes an active venue for research presentations of the members of the Philosophy Department in PUP-Manila in their national and international conferences
The Philosophical Association of the Visayas and Mindanao (PHAVISMINDA) was established in 1979 as an independent academic association with the aim to become a forum, where academics and researchers alike could meet to exchange ideas on their research.
Committed to the creative formation of philosophical approaches to the study of local cultures, in view of achieving an adequate understanding of the complexity of human society, the Philosophical Association of Northern Luzon recognizes that the rich and diversified cultures deserve to be preserved and promoted to ensure the identity of the people in northern Luzon in the age of globalization.
Social Ethics Society (SES) envisioned to be the bastion of moral integrity both in the academe and the global community, the Social Ethics Society is the first professional organization of Philosophy teachers, researchers, and graduate students based in the Southern Region of the Philippines. Deeply rooted in the passion for truth and social action, the SES seeks to develop the scholarly output of its members and advance useful knowledge for the betterment of Philippine society and beyond. It was founded in 2010 by the late Dr. Romulo Bautista and Dr. Christopher Ryan Maboloc in Davao City, Philippines. Fr. Dexter Veloso is the current President of the SES. Its annual philosophy conference is held every October.
The Goethe-Institut is a non-profit German cultural association operational worldwide with 159 institutes, promoting the study of the German language abroad and encouraging international cultural exchange and relations. Around 246,000 people take part in these German courses per year.
Nakem Conference is part of an international linkage of UH Manoa Ilokano Language and Literature Program with Nakem Conferences, Inc. (based in Hawai’i) and Nakem Conferences International- Philippines Chapter (also known as Nakem Conferences Philippines), a language and culture advocacy group whose institutional and individual members come from various universities, colleges, and organizations in the Philippines. Other organizations and individuals have been invited to take part as co-sponsors in an effort to advance mother language education, cultural pluralism, and linguistic and cultural rights of all peoples of the Philippines in the homeland and in the diaspora.
