Landowners are citizens who pay a sum each month to own a plot of land at Pigeon island. You don't have to access the plot to own one. Landowners can have things built on the plot if they pay for the cost of material. But the build must be accepted by the princes. Landowners and patrons can choose which plot they want.
Patronship
Patrons are landowners that own a large plot of land at Pigeon Island. A patron runs his plot as a municipality of the Principality of Pigeon Island and is therefore counted as a government member. A patron can decide what he wants to be developed within the municipality, but must pay for material cost.

Regular landownership
A landowner owns a smaller plot at Pigeon Island. Regular landowners pay much less for their plot than the patrons. Regular landowners can become a lieutenant in the garrison. As prevously mentioned, regular landowners can, just as the patrons, have things built on the plot.
