A group of individuals at the community level with direct stake of the subprojects such as: Barangay Officials, Residence, Civil Society Organization, Professionals and Students with self-esteem to the implementation of all government sub-projects, specially implemented under PRDP.  They are given the authority to participate monitoring and evaluation activities on PRDP subprojects implemented within their respective jurisdiction. 

The Grievance Redress Mechanism (GRM) is an integral project management element that intends to seek feedback from beneficiaries and resolve complaints on project activities and performance.
